Previously, some investors also surveyed and researched the PPP model, but this model is very difficult to implement. Dak Nong Province (old) later included it in the list of investment proposals using medium-term capital.

National Highway 28 from Gia Nghia to Di Linh is a grade 4 mountainous road. According to the plan, National Highway 28 will be upgraded to a grade 3 road. Local authorities also recommend that it is necessary to invest in upgrading and renovating soon.
Deputy Director of Lam Dong Department of Construction, Mr. Phan Nhat Thanh suggested: Priority 1 is to invest in upgrading National Highway 28, priority 2 is to invest in the dynamic route.

After surveying, listening to the opinions and analysis of experts, comrade Nguyen Hong Hai expressed: After surveying the routes connecting from the provincial administrative center to this area, my feeling is that the traffic system in this area still has many difficulties. If the traffic is convenient, it will create opportunities for the locality to promote socio-economic development as well as create livelihoods and jobs for the people.
He assessed that Highway 28 is still a very important axis. People will travel and continue to travel on Highway 28. This is the backbone connecting Gia Nghia to Highway 20 and then to the Giau Giay - Lien Khuong expressway.
The Vice Chairman of the Provincial People's Committee assigned the Traffic Committee to propose an investment policy in the direction of a grade 3 mountainous road scale on the entire route, prioritizing investment in the section of National Highway 28 from Gia Nghia to National Highway 20. For sections passing through urban areas with high population density, he directed that appropriate scale be proposed, paying attention to drainage systems, suitable sidewalks, and ensuring traffic safety.

Regarding the proposal to invest in a dynamic road, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai emphasized that even if National Highway 28 is upgraded, this area still needs a dynamic road for development. However, if only one dynamic bridge is built across the Dong Nai River, this route, according to the Vice Chairman of the Provincial People's Committee, cannot become a dynamic road because there are still many problems along this entire route. Therefore, he suggested reviewing and carefully studying this entire route. He assigned the specialized unit to study other feasible options besides the current option, to ensure the safest and most feasible implementation.
“The dynamic bridge is only 5/100km, the remaining 95km without dynamic can not become a dynamic road. On Bao Lam side, the road is very small and winding; on Gia Nghia side, it is the same, many sections are only 4.5m wide; there are many potholes, and there are many residents along the road, so even if we build this dynamic bridge, it cannot become a dynamic road. But we still need a dynamic road to connect CT27 to Gia Nghia and CT2 to be the driving force for development. The comrade requested that the dynamic road must ensure the following factors: convenient travel connection for people; connection to the bauxite area; exploitation of tourism potential, land fund; ensuring national defense and security”.
Regarding the Phan Thiet - Bao Loc - Gia Nghia expressway, the Vice Chairman directed the Department of Construction to soon have a written report to relevant ministries and branches to include in the national expressway network planning.
