However, with the highest determination and effort, up to now, these localities have quickly stabilized their organizations, put the new administrative apparatus into effective operation, meeting the expectations of the Party and the People.

Mr. Ho Van Troi, from A Doi Commune (new), Quang Tri Province, came to the A Doi Commune Public Administration Service Center to submit his application for land division. Here, although the two-level government has only been in operation for a week, the center's staff worked very quickly and professionally. Not only did they receive all of his documents, but Mr. Troi's other suggestions and questions were also answered and clearly stated.

Excited about the effectiveness of the two-tier government model, Mr. Troi said: “I was quite surprised by the quickness and efficiency of the staff at the new Commune Administrative Service Center. So from now on, whenever I have administrative procedures to handle, I don't have to go far but can do them right at the commune.”

A Doi Commune (new) was established on the basis of merging 3 communes, including: Xi, A Doi and Ba Tang. The whole commune has a total area of ​​112 km2 , managing a 34.6 km long border with more than 11,000 people, most of whom are ethnically displaced. The large area, sparse population, and difficult traffic conditions pose many challenges for the staff working here.

However, on the very first day of officially operating the government under the new model, the commune immediately put the Public Administration Service Center into operation to serve the people. In particular, it proactively arranged a team of qualified, capable and experienced staff to handle administrative procedures. Thanks to that, the operation of the government under the new model took place smoothly and conveniently.

Chairman of A Doi Commune People's Committee Tran Trong Kim said that after the merger, the Commune People's Committee has also arranged 2 locations to receive documents at the headquarters of the new A Doi Commune and at the headquarters of the old Ba Tang Commune. Directing the Public Administration Service Center to receive documents and handle administrative procedures to create the best conditions for people and businesses to come and do transactions.

"Although there are some initial difficulties in terms of facilities and technological infrastructure, with the consensus and responsibility of the staff, the commune is determined not to let people encounter difficulties in the process of resolving administrative procedures. The commune hopes that superiors will pay attention and quickly issue detailed regulations and instructions on some issues for staff to study. At the same time, we will invest in upgrading the system of machinery and equipment to make the resolution of administrative procedures for people and businesses more convenient in the future," said Mr. Needle.

Chairman of the Provincial People's Committee Tran Phong affirmed: "The rearrangement of administrative units is an important step to build a streamlined government apparatus that operates effectively and efficiently, serving the people better. For mountainous communes, remote areas, after the merger, the is larger, the area is large and the physical facilities are still lacking, therefore, requiring Party committees and authorities at all levels to take part in a proactive, drastic and creative manner."

As a border commune, after merging two communes Huong Lap and Huong Viet, Huong Lap commune (new), Quang Tri province has an area of ​​​​219.64 km2 , population of 3,539 people. Talking to reporters, Ms. Ho Thi Vai said: People's travel and administrative procedures are much simpler after the new government model comes into operation. "We hope that administrative procedures will continue to be simplified to save time and effort for people and officials, functional agencies", Ms. Shoulder confided.

It is known that the operation of the administrative apparatus after the merger in Huong Lap commune is gradually stabilizing. Citizens' administrative procedure requests are received and processed promptly, on time, and in accordance with regulations. However, commune officials in Huong Lap in particular and other border communes in general are facing difficulties due to the lack of facilities. The old hardware and machinery systems, invested a long time ago, cannot meet the requirements of operating the government under the new model.

Chairman of Huong Lap Commune People's Committee Nguyen Minh Tam suggested: "Our locality really hopes to receive attention and synchronous investment from the higher authorities, especially the system of machinery and equipment serving the operation and receiving documents at the public administrative service centers to ensure stable operation, aiming to serve the people."
