The contest aims to widely propagate the nation's historical, cultural and revolutionary traditions; educate political ideology; Strongly arouse the spirit of patriotism, self-confidence, self-reliance, self-strengthening, national pride, aspiration to contribute and the strength of great national unity in the cause of national renewal and international integration under the leadership of the Communist Party of Vietnam .

The contest also affirmed the stature, historical significance and brilliant milestones of the August Revolution in 1945 and the birth of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam); the reasons for victory and lessons learned; the creative application of the lessons of the August Revolution in the struggle for national liberation and reunification as well as in the cause of building, developing and defending the Fatherland.
The content of the contest praises the glorious Party, great Uncle Ho, the tradition of patriotism, national pride, the will to be self-reliant, to overcome difficulties and challenges of our army and people to make the victory of the August Revolution in 1945; to honor and show gratitude for the great contributions of generations of heroes who participated in the struggle for national liberation, unification as well as in the cause of building, developing and defending the Fatherland and typical examples of contributing youth and youth to the cause of building and developing the homeland and the country. To praise the achievements of the country in economics - culture - society, national defense and security; to promote, introduce and develop the unique and typical traditional cultural and artistic values of the locality.
Each unit develops a comprehensive art program with high propaganda and artistic value; prioritizing performances with strong local cultural identity, in the form and genre of singing, dancing, and music with a maximum duration of 35 minutes/program, minimum of 5 performances/program.
The program participating in the Contest closely follows the theme, is solemn and meaningful, ensures artistry and high propaganda effectiveness, encourages new creations, and meets the people's need for spiritual and cultural enjoyment.
The contest takes place from August 4 to 9, touring to serve people in the provinces and cities of Tuyen Quang, Bac Ninh , and Hai Phong city.
