On August 31, in Da Nang City, the National Assembly's Social Committee held a workshop on "Sustainable financial solutions for preventive medicine and HIV/AIDS prevention and control".

Speaking at the workshop, Deputy Director of Nghe An Provincial Department of Health Nguyen Van Thuong said that the current situation of resources for preventive medicine in the locality is facing difficulties in human resources, facilities and equipment.

Specifically, the human resources serving at the units basically ensure the quantity and expertise of the assigned work, but are currently having to take on many other professional activities.

In addition, the addition of human resources for preventive medicine in Nghe An province is also facing many shortcomings; although the Department of Health and other departments have paid much attention, due to regulations on career staffing standards, the ability to meet the demand for preventive medicine human resources is not enough, and cannot meet the demand when a major epidemic occurs.

According to the Deputy Director of the Nghe An Provincial Department of Health, facilities and equipment have been degraded and scattered due to years of use, making it difficult to manage and improve the quality of the working environment for officials and civil servants.

In addition, many old buildings have been demolished, resulting in a lack of offices and warehouses for storing and preserving goods, supplies, and biological products. Primary health care and management software still has many shortcomings, overlaps, and is not synchronized, etc.

Similarly, Dr. Nguyen The Phong, Deputy Director of the Lai Chau Provincial Department of Health, said that the locality is also facing difficulties as some infectious diseases have complicated developments and a tendency to return. In particular, malaria in Muong Te district, Lai Chau province (in 2021 and 2022, more than 100 people were found to have parasites each year, and the number continued to increase in 2023); HIV infection in high-risk groups...

However, human resources in some remote and difficult mountainous districts of the province are not yet guaranteed according to job positions, especially at commune-level health stations. There is a shortage of health workers, especially those working in preventive medicine and with high expertise; the capacity of health workers at the grassroots level is uneven in quality.

In addition, many medical facilities have been degraded or are not suitable for their functions due to old construction. After the merger, the Lai Chau Provincial Center for Disease Control has a very limited budget for repairs and upgrades, not meeting the requirements and standards of a provincial-level preventive unit.

Faced with the above difficulties, the leaders of Lai Chau Department of Health proposed that the Central Government continue to mobilize and attract international project organizations to support the construction of medical facilities, equipment and training of quality human resources for preventive medicine work in Lai Chau province in the following year.

In addition, there should be priority policies for mountainous and island provinces to ensure improved resource capacity for preventive healthcare work.

Meanwhile, the Deputy Director of the Nghe An Provincial Department of Health requested the Ministry of Health to issue a Covid-19 vaccine wastage coefficient, vaccine norms, and consumables for vaccination so that localities have a basis for establishing norms. At the same time, he requested support for consumables such as syringes, safety boxes, and vaccination records to serve professional activities.
