Improve loan quality, increase employment efficiency

In line with the national spirit of the revolution to streamline the political system and the 2-level local government model coming into operation, from July 1, the Social Policy Bank (SBP) Branch in Can Tho City was officially established on the basis of merging 3 branches of the Social Policy Bank in Can Tho City (old), Hau Giang Province (old) and Soc Trang Province (old).

After receiving the decision on transfer and appointment from the General Director of the Vietnam Bank for Social Policies, the Board of Directors of the Vietnam Bank for Social Policies Can Tho Branch, consisting of 8 people, was determined to successfully implement the assigned plan and tasks, contributing to improving the quality and efficiency of social policy credit activities.

The city's Social Policy Bank branches officially operate in 103 communes and wards, with 27 transaction offices, 263 transaction points, 7,402 savings and loan groups; total outstanding loans of VND 16,000 billion, with 386,000 households still in debt. After receiving, the Social Policy Bank transaction offices continue to manage loan capital, savings and loan groups; coordinate with the People's Committees of communes and wards to maintain transaction points, arrange convenient locations for people in hamlets and areas to come to transact.

In recent times, the branches of the Social Policy Bank in Can Tho City, Hau Giang Province and Soc Trang (formerly) have always maintained the work of mobilizing loan sources, from central capital sources, local budgets to entrusted loans, savings deposits from organizations, individuals and members of savings and loan groups; the quality and efficiency of policy credit activities meet the needs of people in production, business, increase income, and develop family economy. At the same time, closely coordinate with associations and organizations entrusted with lending work, guide the use of capital for the right purpose, achieving economic efficiency. From there, build effective business models, attract many workers to have jobs, increase income, and sustainably reduce poverty.

Specifically, in the period of 2020-2025, the Can Tho City Branch of the Social Policy Bank (old) actively deployed capital sources for policy credit programs of over VND 4,922 billion; of which, the capital source entrusted from the local budget was over VND 929 billion; the total outstanding debt was over VND 4,789 billion, with over 96,100 households still in debt. The capital source helped 112,081 households borrow capital to expand production and business, increase income; create jobs for nearly 47,800 workers. The Social Policy Bank transaction offices coordinated to arrange reasonable transaction locations to help credit activities run smoothly and quickly. Over 2,020 savings and loan groups operated steadily, contributing to the effective management and deployment of widespread capital sources, creating conditions for people to develop their family economy .

Mr. Nguyen Ngoc Na, Director of Quoc Noan Cooperative, Truong Binh Hamlet, Thoi Lai Commune, said: “I was supported with a loan of 50 million VND to add capital to buy raw materials, maintain the production of tearing rods according to orders. The cooperative currently has over 30 regular workers, with an average income of 4-5 million VND/person/month. Cooperative workers are given preferential loans to increase production, trade, and feel secure in sticking with their traditional profession.”

Ms. Bui Thi Hong Dung, Phu Khanh area, Hung Phu ward, said: “After the COVID-19 pandemic, I quit my job as a seafood processing worker and was introduced to borrow 50 million VND to expand my mother's grocery store to earn income to send my 2 children to school. Currently, the business is quite effective, serving both local and walk-in customers. I have an average daily income of about 250,000 VND”.

Mr. Lang Chanh Hue Thao, Acting Director of the City Branch of the Social Policy Bank, said that the Branch will continue to promote the role and responsibility of each member of the Board of Directors; constantly innovate, create, propose new ideas, breakthrough solutions, improve the efficiency of policy credit activities; promote digital transformation, apply science and technology in management and operation. At the same time, coordinate to organize the review and synthesis of loan demand for production and business development to develop a credit plan for the period 2026-2030; maintain the operation of transaction points in communes, wards, savings and loan groups to ensure publicity, transparency, safety, and smoothness so that capital can promptly meet people's needs, contributing to promoting the city's socio-economic development after the merger.

According to Mr. Huynh Van Thuan, Deputy General Director of the VBSP, the restructuring and streamlining of the apparatus is an opportunity for the city's VBSP to maximize the potential of each collective and individual to achieve larger goals, effectively contribute to the overall development of the entire VBSP system, and implement the motto "understanding the people's hearts and serving wholeheartedly".

The Deputy General Director of the Vietnam Bank for Social Policies hopes that the authorities at all levels, departments and branches of the city will continue to pay attention and create favorable conditions for the City Bank for Social Policies Branch to fulfill its tasks well, especially in allocating local budget capital for entrusted lending, contributing to the successful implementation of the policy of rearranging administrative units and building a 2-level local government organization model, effectively achieving the goal of job creation, reducing unemployment, sustainable poverty reduction, and ensuring social security in the city.
