The Ministry of Finance has just issued Circular No. 64 regulating the collection and exemption of a number of fees and charges to support businesses and people. This policy aims to continue to remove difficulties, create conditions for recovery and development of production and business in the context of the economy still facing many challenges after the pandemic, global fluctuations and input cost pressure.
Of these, 46 groups of fees and charges are reduced by 50% compared to previous regulations. At the same time, some items are completely exempted, such as the fee for assessing and granting electricity operation licenses in case of changing the head office address due to administrative unit arrangement.

According to the Ministry of Finance, the fees and charges reduced this time cover many areas, from business registration, banking licensing, fire prevention and fighting, to construction appraisal, certificate of origin (C/O), concession of airport exploitation, passport issuance and renewal, citizen identification card, health care, securities...
Specifically, there are about 46 fees and charges that have been adjusted down, with a 50% reduction compared to the old level from July 1 to December 32, 2026.
Specifically, the fee for granting a license to establish and operate a bank is equal to 50% of the prescribed fee.
Or the fee for assessing the business of restricted goods and services in the commercial sector; the fee for assessing the business of conditional goods and services in the commercial sector for business entities that are organizations and enterprises; the fee for assessing the business of conditional goods and services in the commercial sector for business entities that are business households and individuals is equal to 50% of the prescribed fee level...
The Circular also stipulates that the airport and seaport entry and exit fees for foreign flights to Vietnamese airports are equal to 50% of the prescribed fee collection level.
In addition, many other fees such as: Inland waterway reporting fee; appraisal fee for granting business license for civil cryptographic products and services; appraisal fee for approving fire prevention and fighting design; fee for granting license to send workers to work abroad for a limited period; industrial property fee; appraisal fee for granting international travel service business license, domestic travel service business license... are all reduced by 50% of the old fee collection rate.
Notably, with the new Circular, the re-issuance of ID cards, from July 1, will be charged at 50% of the prescribed fee.
