As of June 30, 2025, about 27,900 people have been paid for unemployment benefits due to organizational restructuring, of which about 7,000 people work at central agencies and about 20,900 people work at localities.
Recently, implementing regulations on restructuring and streamlining the apparatus, the Ministry of Finance, based on Decree No. 178/2024/ND-CP of the Government, issued Circular No. 07/2025/TT-BTC and Circular 34/2025/TT-BTC guiding the determination of funding sources and the preparation of estimates, management, use and settlement of funding for implementing policies prescribed in Decree 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in restructuring the apparatus of the political system.
During the implementation process, the Ministry of Finance has also issued documents urging and guiding ministries, central agencies and localities to organize implementation, in which thoroughly grasping the spirit of fully and promptly paying policies and regimes to beneficiaries according to regulations and absolutely not allowing delays due to objective and subjective reasons. For localities, proactively use local salary reform funds to pay policies and regimes to beneficiaries; in case of shortage, report to the Ministry of Finance to submit to the Government and the Prime Minister for consideration of supplementing from the central budget.
Regarding the payment implementation situation, the disbursement results at the State Treasury as of June 30, 2025, have paid policies and regimes for about 29.8 trillion VND, of which about 7.6 trillion VND is for officials working at central agencies and about 22.2 trillion VND is for local officials.
The number of people receiving benefits changes every day and every hour depending on decisions on leave, time of leave and payment costs.
At the regular press conference for the second quarter of 2025, Deputy Minister of Finance Nguyen Duc Chi also affirmed that the funding source to resolve the regime and policies for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring is fully arranged, without worrying about shortage. Regarding actual payments, they will arise in each budget unit, each agency with civil servants enjoying the regime and will be fully arranged for payment.
