The draft thematic monitoring report of the National Assembly Standing Committee stated that an estimated 30% of graduates do not work in their trained field.

On the morning of July 10, continuing the 47th session, the National Assembly Standing Committee gave initial comments on the draft report on the results of thematic supervision "Implementation of policies and laws on development and use of human resources to meet the requirements of socio -economic development, especially high-quality human resources".

There are about 38 million untrained workers.

Presenting the draft report, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that the Supervisory Delegation believes that in the public sector, the contingent of cadres, civil servants and public employees accounts for a small proportion of the total labor force in society, most of whom have university degrees or higher; the work of recruiting, using, managing and developing human resources is carried out seriously, ensuring publicity and transparency according to regulations, so the quality and qualifications of the contingent generally meet the requirements.

For the non-public sector, the number of employees has increased (average growth rate of about 0.65%/year in the period 2021-2024), especially in the foreign-invested sector.

In 2024, the whole country will have nearly 47.3 million workers working in the non-state sector, accounting for 89.3% of the total workforce and more than 91% of the total number of employed workers in the economy.

The qualityof education and training in our country is increasingly improved, better meeting the needs of human resource development and serving socio-economic development. The scale of university and vocational training is generally stable during the monitoring period. The structure of occupations, levels and training fields is diverse. Many new majors are opened, quickly adapting to the needs of the labor market. The implementation of university autonomy is expanded, gradually promoting efficiency. Investment resources are increased and diversified; efficiency of use is improved.

Policies to attract, promote and reward high-quality human resources of ministries and local branches have initially shown effectiveness. From 2018 to October 2024, 706 excellent graduates and young scientists were attracted and recruited to work in agencies and organizations. Some localities and public service units have conducted public examinations for a number of leadership positions, allowed personnel outside the system to take examinations, piloted high salaries for good lecturers and doctors, and had flexible internal mechanisms on salaries, working environment and other treatment regimes to retain talented people.

However, the Monitoring Team assessed that due to the lack of comprehensive regulations on high-quality human resources, there are difficulties in identifying talents, highly qualified people and formulating policies to attract and train high-quality human resources. The country is also facing the risk of a shortage of high-quality human resources, especially leading experts, "chief engineers" in the fields of science, technology, new economic fields, human resources serving the defense industry, security and other important fields such as law, artificial intelligence, semiconductors, hydrometeorology, etc.

The proportion of students studying economics, finance, and law is quite high. The proportion studying basic sciences, agriculture, forestry, fisheries, etc. tends to decrease. A significant number of university graduates do not meet the requirements of employers, especially in terms of skills, adaptability, and professionalism. An estimated 30% of graduates do not work in their field of study.

The rate of informal employment is still quite high, accounting for 64.6% of the workforce, with most having low incomes, long working hours, and unsafe working conditions. The rate of trained workers with degrees and certificates in 2024 will reach 28.3%. The country still has about 38 million untrained workers.

Innovation in thinking in forecasting and training human resources

From the above monitoring results, the Monitoring Team recommends that it is necessary to continue to improve the institutions in this field, and at the same time build a Scholarship Fund from the state budget and socialized sources to support excellent students and students with difficult circumstances to study at university level or higher in the country and abroad, prioritizing basic science fields and key industries. Allocate enough budget to implement issued programs and projects on human resource development and high-quality human resources. Allocate at least 20% of state budget expenditure for education and training.

Implement visa policies well to attract high-quality foreign human resources to contribute to Vietnam's socio-economic development in the new period. Focus on attracting talents such as Vietnamese students studying abroad, experts, leading scientists, Vietnamese "chief engineers" abroad and foreign experts and leading scientists working in new and important fields.

Discussing at the meeting, Vice Chairman of the National Assembly Tran Quang Phuong said that, regarding institutional improvement, he proposed to add innovative solutions for forecasting human resource needs and accurately reflecting current needs. "We must renew our thinking, it is still very difficult to forecast "quickly", the Vice Chairman of the National Assembly said and proposed to add that in addition to building a scholarship fund from the state budget and socialized sources, it is necessary to continue to maintain funds for encouraging learning and talent at the local, family, agency and organization levels, many places are doing very well.

Chairman of the National Assembly's Economic and Budgetary Committee Phan Van Mai proposed that these monitoring results should be used as input data for the upcoming resolution on education and training and the Resolution of the 14th National Party Congress related to education and training.

Regarding autonomy and socialization of education, the Chairman of the National Assembly's Economic and Budgetary Committee said that autonomy and socialization do not mean leaving educational institutions to fend for themselves. "The process of autonomy and socialization even requires more budget investment with the view of investing in education, health care, and society.

“Autonomy here means self-determination, not just financial budget autonomy. If we let training and educational institutions take care of their own finances, many other problems will arise,” said Mr. Phan Van Mai.

Mr. Phan Van Mai said that it is necessary to identify breakthrough policies for educational development, especially for vocational education and higher education such as training human resources for semiconductor chip technology; investing in laboratories and practice facilities to train human resources and attract high-quality human resources from outside.

Speaking at the meeting, Deputy Prime Minister Ho Duc Phoc said that it is necessary to clarify the concept and scope of high-quality human resources in order to address other important issues and propose solutions. In addition, the most important issue is how to train and use high-quality human resources.

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai said that the National Assembly Standing Committee requested the Standing Committee of the Supervisory Delegation to closely coordinate with the Government and relevant agencies to complete the supervision report, draft Resolution and related records and documents, and report to the National Assembly Standing Committee for consideration and decision at the August 2025 meeting.
