The Da River is not only a landscape axis but also a lifeline and the main driving force for development. The two banks of the river will be the place to form large centers, developing according to the green, smart, ecological urban model. In particular, the riverside space is prioritized for tourism, sports, entertainment activities and the construction of high-quality public works, aiming towards a green and sustainable economy .

Along with urban planning, the construction of a two-level government model of province and commune is a strategic step, aiming to create a streamlined apparatus, operating effectively, efficiently, close to the people and directly serving the needs of the people and businesses. Hoa Binh Ward has quickly completed its personnel, arranged facilities and applied information technology, ensuring that the new apparatus operates smoothly, bringing practical benefits to the common development.

Mr. Nguyen Van Hoa, a witness to history, still clearly remembers Hoa Binh town in the past. At that time, only National Highway 6 ran through it, the houses were shabby and deserted with vast reed swamps on both sides of the Da River. Even in the early years of the province's re-establishment, it was still a poor town, little known if it wasn't for the Hoa Binh hydroelectric project. Trade was difficult, the pontoon bridge was the only link between the two banks, but it was also full of hardships during the rainy season.

However, over time, this riverside urban area has changed miraculously, gradually expanding, meeting the criteria of a type III and then type II urban area and is aiming to become a livable place. The synchronous and closed vertical and horizontal traffic system has created a new look. Three existing bridges and a series of Hoa Binh 4, 5, 6 bridges are being planned and implemented, opening up a large space for urban development. Civilized roads and neighborhoods have been formed, contributing to creating a cleaner and more beautiful urban area.

Quynh Lam central area has now become a “golden land” with a series of urban, commercial and service projects. On the left bank of the Da River, modern high-rise buildings, commercial service systems, restaurants, hotels, and bustling entertainment areas have sprung up. People enjoy high-quality medical, health care, cultural andeducational services.

This is an area planned for urban, resort and tourism complexes, with many strategic traffic routes and key projects being calculated for implementation in the near future.

Aiming to become a center for economic development, services, industrial parks, and new urban areas, Hoa Binh ward focuses on developing tourism on both sides of the Da River with cultural tourism associated with diverse natural landscapes and a system of relics and national cultural identities. Many key projects have been completed such as Hoang Van Thu Street, Ly Thai To Street, the route connecting Hoa Lac - Hoa Binh with National Highway 6. Many large projects are preparing to start construction such as the expansion of Hoa Lac - Hoa Binh Street under the PPP form; Hoa Binh - Moc Chau Expressway; the project connecting traffic and irrigation of Hoa Binh province with the national traffic infrastructure system using ODA loans from Korea. At the same time, speed up the progress of the urgent project of the Pheo - Che flood prevention dyke downstream of the Da River; Industrial Parks: Binh Phu, Yen Quang, the left bank of the Da River, contributes to completing traffic infrastructure, improving the landscape, and improving the quality of life for the people.

The merger not only expands the development space but also creates a continuous natural corridor, convenient planning for technical-social infrastructure and administrative management, ensuring unity and connectivity. This is not only convenient for state management and people's lives but also contributes to preserving and promoting historical, cultural and ethnic traditions, ensuring solidarity and unity of the community.
