Up to now, the whole country has had 25,611 people receive early retirement benefits, or quit their jobs due to organizational restructuring according to Decree No. 178/2024/ND-CP, with a total amount of VND 26,947 billion paid.
According to the Ministry of Home Affairs, ministries, branches and localities have reviewed and implemented regimes and policies for cadres, civil servants, public employees and armed forces in the process of restructuring the political system.
The summary of reports from central and local agencies up to June 30 shows that 57,158 people have enjoyed benefits and policies when reorganizing the political system, of which 43,207 have quit their jobs (retired and resigned).
In particular, 25,611 people received money (reaching a rate of 62.39%, excluding police and military forces) with a total amount of VND 26,947 billion.
The Ministry of Home Affairs is continuing to monitor, synthesize, and guide, within its authority, the implementation of the regimes and policies prescribed in Decree No. 178/2024/ND-CP.
Previously, implementing the policy of arranging and streamlining the organizational apparatus associated with streamlining the payroll, restructuring, and improving the quality of the staff, civil servants, and public employees as required by the Central Steering Committee, the Ministry of Home Affairs advised the Government to issue Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers, and armed forces in implementing the arrangement of the organizational apparatus of the political system.
Decree No. 178/2024/ND-CP stipulates strong and outstanding regimes and policies to address regimes and policies for cadres, civil servants, public employees, commune-level cadres and civil servants and people working under labor contracts in the implementation of organizational arrangement of the political system.
Pursuant to Notice No. 75-TB/TW of the Politburo on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of organizational arrangement of the political system, the Ministry of Home Affairs has advised and submitted to the Government to issue Decree No. 67/2025/ND-CP on amending and supplementing a number of articles of Decree No. 178/2024/ND-CP.
In addition, the Ministry of Home Affairs issued Circular No. 01/2025/TT-BNV guiding the implementation of policies and regimes for cadres, civil servants, public employees and employees in the implementation of organizational restructuring of the political system; Circular No. 002/2025/TT-BNV on amending and supplementing a number of articles of Circular No. 01/2025/TT-BNV.
The Ministry of Home Affairs has issued Document No. 1814/BNV-TCBC and Document No. 2034/BNV-TCBC to ministries, branches and localities guiding the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP./.
