"Bottleneck" of materials and premises
In 2025, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) was assigned by the City People's Committee a public investment plan of more than VND 17,271 billion to implement a series of key infrastructure projects. However, according to the latest report, by early July, this unit had only disbursed about VND 6,403 billion, equivalent to 37% of the assigned plan.
Thus, in just the remaining 6 months, the Traffic Department must disburse more than 10,868 billion VND, equivalent to more than 1,800 billion VND per month.

Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Transport Department said that the rate of public investment disbursement in the first half of this year was low because many projects were in the process of completing legal procedures, could not organize bidding and sign construction contracts, so they were not eligible to disburse advance capital to contractors.
“In addition, the scarcity of construction materials, especially sand, has caused difficulties in the construction process, slowed down progress and reduced the volume of work. In addition, site clearance in some localities is still slow, causing many projects to not be implemented as planned, directly affecting the progress of capital disbursement,” a representative of the Ho Chi Minh City Transport Department analyzed.
Shorten the time to carry out investment procedures
Faced with the pressure to disburse all allocated capital in 2025, the Ho Chi Minh City Transport Department has proposed a series of solutions to "sprint".
According to Mr. Luong Minh Phuc - Director of Ho Chi Minh City Department, the unit has built a detailed schedule for each project each month and each quarter, focusing on urging and directing the construction unit to increase the construction teams of "3 shifts, 4 teams" to speed up the construction progress, to ensure the disbursement progress reaches 100% in 2025.
Notably, this unit also recommended that the City People's Committee direct departments, branches and localities to shorten at least 30% of the time to carry out investment procedures, especially BOT projects to expand gateways, such as: the project to upgrade and expand National Highway 1, the project to renovate and expand National Highway 22, the North-South axis road (from Nguyen Van Linh to Ben Luc - Long Thanh expressway) and the upgrade and expansion of National Highway 13.
“The goal is to disburse the huge amount of compensation capital for site clearance of these projects,” said Mr. Phuc.

In addition, the Traffic Department is urgently promoting new projects to start construction in order to sign contracts soon and disburse the advance payment according to regulations. The disbursement working groups are also assigned the responsibility of regularly checking, urging, and promptly reporting any problems so that the city can quickly handle them.
In order for the capital flow of more than 10,800 billion VND for transportation to "flow smoothly" from now until the end of the year, the prerequisite is to have drastic and synchronous participation from many sides, from local authorities to specialized departments.
According to experts, timely disbursement not only helps Ho Chi Minh City avoid the risk of capital transfer but also plays an important role in stimulating investment, creating jobs and promoting economic growth.
"We clearly define our responsibilities and are focusing all our efforts to ensure that the disbursement reaches 100% of the capital plan this year," Mr. Luong Minh Phuc affirmed.
