Ensure facilities and staff
After the implementation of the two-level local government, the overalleducation situation of Lai Chau province has remained stable in terms of scale and quality. The scale of the school network, the number of educational managers, teachers, staff and students have been maintained at a high level, meeting the development needs and improving the comprehensive quality of education in the locality. Facilities and teaching equipment have been invested in to ensure educational activities.
The education sector continues to review and arrange schools and classrooms to ensure they are compact and suitable to reality, creating favorable conditions for learners and contributing to improving the quality of education.
By the end of the 2024-2025 school year, Lai Chau province currently has 336 schools, nearly 5,200 classes with about 150,000 students. Of which, there are 113 preschool schools (1 private school) with more than 36,000 children. The whole province has 82 primary schools and 30 inter-primary and secondary schools with more than nearly 55,000 students. There are 80 secondary schools with 1,151 classes and more than 44,000 students. There are 23 high schools, 298 classes with nearly 12,300 students. There are 8 vocational education and continuing education centers with 44 classes and more than 1,600 students.
The Department of Education and Training coordinates with localities to implement synchronous solutions to ensure that the staff meets teaching requirements. Up to now, the total number of managers, teachers and staff in the whole sector is 11,390 people. Of which, 915 are managers and 8,618 are teachers.

The work of training and coaching the team has been directed with attention, the quality of the team continues to be strengthened. The locality has reviewed, arranged, and assigned basic teachers with sufficient quantity and structure according to regulations and to ensure the teaching of subjects according to the 2018 General Education Program.
Focus on improving the quality of education
Despite many difficulties, the Department of Education and Training of Lai Chau province and educational institutions have directed the effective implementation of the innovation of state management of education and training in the direction of promoting decentralization, delegation of authority, effectiveness and efficiency. Continuing to innovate school administration in the direction of streamlining, modernity and transparency.
Mr. Mac Quang Dung, Director of Lai Chau Department of Education and Training, said: “The whole sector has implemented the preschool education, general education, and continuing education programs on schedule. The quality of mass education and key education continues to improve. Ethnic education has been given attention and direction. Localities have well organized the management, care, and nurturing of boarding and semi-boarding students. Activities to educate students on ideology, ethics, lifestyle, life skills, and awareness of preserving and promoting national cultural values are focused on.”
Accordingly, preschools strictly implement the Preschool Education Program. Regularly pay attention to innovation and diversify forms of educational activities such as developing children's special abilities; integrated education. Apply advanced Montessori teaching methods and STEAM education to preschool classes in organizing educational activities associated with the topic "Building a child-centered preschool".

Thanks to that, 100% of children attending school receive meals, regular health check-ups, and nutritional status assessment using growth charts. The rate of children with normal weight and height development is over 92%. The rate of 5-year-old preschool children assessed as having completed the Preschool Education Program is 100%.
Ms. Pham Thi Thao, Principal of Sin Suoi Ho Kindergarten, Then Sin Commune, said: “The school has thoroughly encouraged teachers to actively innovate the content and methods of organizing educational activities in an experiential manner. Along with that, developing the preschool education program on the basis of applying a number of advanced teaching methods and creative teaching models. Organizing and effectively implementing the introduction of English to preschool children”.
General education institutions proactively organize the development of school education plans, teaching plans, and flexible educational activities, ensuring the implementation of the 2018 General Education Program in accordance with the practical conditions of the unit.

The whole sector focuses on innovating teaching methods associated with innovating testing and assessment forms in line with the orientation of developing students' qualities and abilities. Effectively organizing professional activities according to lesson research in schools and school clusters; the content focuses on difficult and new issues.
Digital transformation in the education sector has been focused on. Up to now, 100% of educational institutions in the province use school management software (Vnedu) and statistical reports, and the sector database of the Ministry of Education and Training . Subsystems for managing students, teachers, attendance, electronic grade books, digital student records, facilities management, school health, finance and accounting have been deployed. As of May 31, the sector has directed the deployment of digital student records officially applied to 100% of primary school students and is piloting the deployment for secondary and high school students.
“The achievements are a testament to the efforts to overcome difficulties and innovate of the locality and the education and training sector in improving the quality of comprehensive education,” Mr. Dung affirmed.
Expectations from innovation goals
Implementing the Resolution of the Party Congress at all levels and the Education Development Strategy to 2030, Lai Chau education sector aims to develop an open education system, ensuring fairness and equality in access and serving lifelong learning. The education system aims to standardize, modernize, democratize, socialize and integrate internationally.

“The industry’s goal is to develop people comprehensively, focusing on ethics, personality, and creativity. Along with that, building a team of teachers and educational managers that is sufficient in quantity and meets quality standards. Thereby, connecting education with local socio-economic development,” said Mr. Dung.
Lai Chau province aims to maintain and sustain universal preschool education for 5-year-old children, universal primary education at level 3 and universal secondary education at level 2 and above. Strive for over 80% of schools to meet national standards. The rate of school-age students attending primary school is 99.9%; secondary school is 97%; high school is 60%.
With the above goal, Lai Chau Department of Education and Training determined to continue to effectively implement the Resolutions, programs and plans of the Central and the province on fundamental and comprehensive innovation of education and training, especially the goal of improving the quality of general education. At the same time, focus on improving the quality of management staff and teachers through professional training, digital transformation capacity and pedagogical skills.

Mr. Bui Van Nhiet, Principal of Nam Pi Primary Boarding School for Ethnic Minorities, Le Loi Commune, shared: “The school will continue to innovate teaching and assessment methods towards developing students’ qualities and abilities. Promote the application of information technology and digital transformation in management, teaching and learning. Along with that, strengthen moral education, life skills, and physical education activities for comprehensive development of students”.
Mr. Nguyen Van Ninh, Secretary of the Party Committee of Le Loi commune, affirmed: “When implementing a two-level local government, the commune is assigned to manage educational facilities from preschool to secondary school and is decentralized to develop local education. We will pay attention to investing in facilities and teaching equipment for educational facilities. In addition, we will coordinate with schools, families and society in educating students.”
