Support people to access online public services quickly and conveniently

On July 1, 2025, the whole country officially operated under the 2-level local government model. In Ho Chi Minh City, the Binh Thoi Ward Public Administration Service Center (established on the basis of merging Ward 3, part of Ward 8 and Ward 10, old District 11) quickly started operating with close coordination between the government and the youth union members, to support people in the most convenient and effective way.

Early testing, timely support

Before officially going into operation, the center organized a 2-week trial run. Youth union members were trained thoroughly to directly guide people through basic operations such as looking up information, logging into VNeID, submitting documents via the public service portal, etc.

Ms. Tran Hai Yen, Party Secretary, Chairwoman of the People's Council (provisional) of Binh Thoi Ward, said: "The thorough guidance helps people ensure that their documents are complete and have correct information from the beginning, significantly shortening the time for submitting documents and receiving them at the one-stop department."

Ms. Yen added that the center has publicly posted 362 administrative procedures with detailed instructions, fees and processing times. All are handled at the ward level, the closest place to the people, instead of people having to consider going to the district as before.

According to Ms. Yen, Binh Thoi Ward People's Committee ensures the "4 on-site" principle in handling administrative procedures, first is on-site reception (officers receive documents right at the public administrative center at the commune and ward level). Second is on-site appraisal, specialized officers check, verify, and process documents right on-site. Third is on-site approval, authorized persons sign and approve documents and documents right at the center. And finally, on-site results are returned, people receive results immediately after the procedures are completed.

Accordingly, union members and young people approach right from the first step to promptly support and guide people through administrative procedures. "The regular presence of union members and young people not only contributes to creating the image of a youthful and friendly grassroots government but also clearly demonstrates the pioneering spirit in administrative reform. This is also a vivid demonstration of the spirit of "wherever needed, there are youth, wherever difficult, there are youth", Ms. Yen emphasized.

In addition to the computer system for civil servants, the center also arranges additional equipment for people to use directly. Collaborators, mainly youth union members, are always ready to support the elderly or those who are not familiar with using technology.

"Thanks to thorough training, the volunteers are very proficient in their operations, proactively greeting and approaching people to listen to their needs and provide step-by-step instructions," Ms. Yen added.

People are satisfied with fast and accurate service

Mr. Nguyen Trong Tam (40 years old), residing in Binh Thoi Ward, Ho Chi Minh City, came to the center to request confirmation of his marital status to complete the procedure for selling his used car. He said that he had never accessed online public services before, so he was quite confused at first. However, thanks to the enthusiastic guidance of the union members and staff at the center, all operations were performed quickly and accurately.

"Young people give easy-to-understand instructions. Before, I had to edit my handwritten notes with bad handwriting. Now, online operations are much faster and clearer," Mr. Tam shared.

After a short time, Mr. Tam's file was received and processed, without having to wait as before. This case clearly shows the effectiveness of combining technology with a young, professional support team.

According to Ms. Yen, the goal after merging the areas is not only to streamline the apparatus but also to improve service quality, bring a more convenient experience to people, limit the need to travel many times, and ensure quick and timely processing of documents.

"The smooth coordination between local authorities and collaborators and youth forces has shown an effective administrative model, close to the people, in the spirit of modern administrative reform," said Ms. Yen.
