Early development of enrollment plan for the 2026-2027 school year

After the agency meeting on July 3, 2025 and the meeting of heads of departments under the Department on July 7, 2025, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City assigned the Deputy Director in charge of region 2 (formerly Binh Duong), region 3 (formerly Ba Ria - Vung Tau ) to direct the Quality Management Department at the 2 facilities to send specialists to receive documents related to enrollment for the first grade classes, review parents' wishes and support students to transfer schools according to actual needs, ensuring that all students in Ho Chi Minh City have a place to study.

The Director of the Department of Education and Training of Ho Chi Minh City directed that in September, the GeneralEducation Department is responsible for presiding over and coordinating with the Quality Management Department to advise on the 10th grade enrollment plan for the 2026-2027 school year as soon as possible so that students and teachers of educational institutions know and have direction in teaching and learning.

In addition, the Department of Education and Training assigned the Department Office to preside over and coordinate with departments to review the database, ensuring the synchronization of the database of educational institutions in 3 areas (data of students, managers, teachers, facilities, etc.) fully updated on the industry database.

Preside over the development of a plan to determine the coordinates of all educational institutions in preparation for primary school enrollment for the 2026-2027 school year.

The General Education Department is responsible for presiding over and coordinating with departments to develop a professional plan for the 2025-2026 school year, research and establish a professional network at all levels and grades, increase class observation and visit to grasp the actual situation of teaching and learning organization at educational institutions in the area. From there, timely advise on directive documents to unify and orient professional work.

Advise and report to the Deputy Director in charge to contribute ideas to the Ministry of Education and Training on continuing to implement the 2018 General Education Program for natural science subjects on changing the curriculum of some subjects or asking for the Ministry of Education and Training's opinion to allow provinces and cities to be proactive and flexible in organizing the teaching and learning of natural science subjects according to the actual conditions in each locality.

Efforts to prepare for the new school year

The Department of Education and Training of Ho Chi Minh City assigned the Financial Planning Department to urgently review the scale and construction status of schools after the merger, synthesize and advise on preparations to work with the Project Management Board for investment in construction of civil and industrial works on school construction projects.

At the same time, there is a plan to monitor projects and works that have been capitalized, as well as projects and areas that have not yet been capitalized, then register for capitalization in the 2026-2030 cycle to continue investing and building schools, ensuring places for students to study.

Study documents, refer to procedures and records on tuition support for students of non-public schools in Region 3 (formerly Ba Ria - Vung Tau) to seek opinions from relevant departments and branches to advise the Ho Chi Minh City People's Committee to submit to the City People's Council to support tuition for students of non-public schools in the upcoming session.

Proactively advise on matters related to revenues, tuition fees, review of facilities, purchase of equipment at the beginning of the 2025-2026 school year, public investment projects, assignment of enrollment targets for Vocational Education - Continuing Education Centers... and other matters of the department to prepare for the implementation of tasks for the new school year 2025-2026.

At the same time, coordinate with the two regions to review the types of educational services being implemented to unify advice for the People's Committee to submit to the People's Council in the upcoming session.

At the same time, build software to effectively manage the list of managers to advise on appointment plans and decentralize to the People's Committees of wards and communes to appoint managers according to regulations. Monitor foreign language centers and public schools.

The Department of Education and Training of Ho Chi Minh City assigned the Department of Management of Non-public Educational Institutions to manage the compliance with legal regulations of non-public educational institutions. Regularly coordinate with the People's Committees of wards, communes, and special zones to inspect and review non-public educational institutions regarding their compliance with legal regulations.

Preside over and coordinate with the People's Committees of communes, wards and special zones to manage non-public educational institutions according to their localities, proactively build a monitoring network in localities to promptly receive and respond to relevant information quickly and accurately.

Assign the Preschool Education Department to increase field trips, grasp the situation of teaching and learning organization at preschools, advise on plans to closely manage private preschools and children's groups in terms of facilities, equipment, teaching staff, etc. to ensure the safety of children at non-public preschools.

The Inspection and Legal Affairs Department is responsible for presiding over and coordinating with departments under the Department to develop an inspection plan and general inspection schedule for the 2025-2026 school year for educational institutions, ensuring rationality, avoiding duplication, orienting inspection work to be in order and implemented in accordance with regulations.

Preside over and coordinate with departments under the Department to research legal documents to advise and ensure that documents issued by the Department of Education and Training of Ho Chi Minh City are not entangled in legal content.

With the Student Affairs Department, the leaders of the Department of Education and Training direct and coordinate with the Financial Planning Department to inspect and review school toilets; continue to direct educational institutions to establish an Internal School Control Board, including parents, to coordinate with the school in monitoring activities related to school toilets, food safety and hygiene, boarding kitchens and other activities in schools that require the participation of parents.

Research and advise on a proposed plan to prohibit students from using mobile phones during recess and during educational activities at school (except in cases where subject teachers allow it to perform service tasks during class). At the same time, advise on a plan to organize activities during recess to create conditions for students to connect and practice physical activities in the 2025-2026 school year.
