On the afternoon of July 9 in Hanoi, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired an online conference to deploy key tasks of the tourism industry in the last 6 months of 2025.

The tourism industry aims to welcome 22-23 million international visitors and over 120 million domestic visitors in 2025.

Speaking at the conference, Minister Nguyen Van Hung said the Government's report at the meeting in early July affirmed that tourism is still a bright spot in the economic picture of the first 6 months of this year.

But what the Prime Minister and industry leaders are concerned about is that when operating a two-level government, especially when the Department level no longer has a specialized Department of Tourism (only a few special provinces and cities still have a Department of Tourism), will the direction of activities be disrupted?

By 2025, the tourism industry strives to achieve the goal of welcoming 22-23 million international tourists; serving 120-130 million domestic tourists; total revenue from tourists reaching about 980 - 1,050 trillion VND.

"We must strive to achieve the target of welcoming 22-23 million international visitors and over 120 million domestic visitors. Tourism revenue must contribute positively to the growth picture, when the Government's growth target is to reach 8% this year and double digits in the coming years," Minister Nguyen Van Hung emphasized.

The Minister of Culture, Sports and Tourism also raised the issue of what needs to be done to "redraw the map of Vietnam's tourism". "Redrawing" does not mean denying what already exists, but must approach it as a tourism industry based on cultural identity. Vietnamese tourism products must have a strong cultural identity, be diverse, unique, and suitable for different markets and audiences.

"Redrawing the tourism map" means creating connections, promoting advantages, new development opportunities and open spaces after the merger, instead of the narrow space before" - said the Minister. To do this, first of all, those working in tourism, from the Ministry of Culture, Sports and Tourism, the Vietnam National Administration of Tourism, and tourism management departments must advise higher authorities on policies to promote development.

Emphasizing that this is the first conference to deploy the industry's tasks since the implementation of the two-level government, with many changes, the Minister said that the tourism industry needs to adapt to the new situation and new apparatus so that tourism is not only a key economic sector, but also an "inspirational" economic sector.

"Only when we do business with passion, with sustainable cultural elements, can we inspire and touch the hearts and emotions of tourists. Today's tourists do not just come to see, but they must experience and have emotions, then we can hope that they will come back a second time and many more times after that" - the Minister emphasized.

Minister Nguyen Van Hung also gave some directions for implementation in the coming time. In particular, after the merger, it is necessary to reposition the tourism resources of localities and re-plan the Vietnamese tourism system. This must be completed by the end of the third quarter at the latest, thereby "redrawing the Vietnamese tourism map" as directed by the Prime Minister.

The tourism industry has identified key markets from national to local levels with the viewpoint "Market is the center, brand is the foundation". In particular, the Minister clearly stated 10 key and strategic markets: Korea, China, Japan, USA, Australia, Europe, Southeast Asia, India, Middle East, Russia.

Tourism products in the future must also have size and depth. The Ministry will support localities to build worthy products. Promotion activities also require innovation, specific effectiveness, and close connection.

The head of the Ministry of Culture, Sports and Tourism emphasized the need to focus on quality rather than quantity. "Currently, each international tourist to Vietnam spends 1,500 USD, we hope to increase this to 2,000 USD/visitor" - the Minister said.

Minister Nguyen Van Hung emphasized that tourism is an industry that impacts the development of 18 other economic sectors, so it plays a very important role in the country's economy. Therefore, tourism is also an "inspirational economic sector".
