Investigation into illegal land occupation in Phu Quoc special economic zone

On the morning of July 8, Phu Quoc Special Zone Police (An Giang Province) said they were investigating a case of illegal land occupation that occurred at Group 1, Ong Lang Quarter, Phu Quoc Special Zone.

At around 10:00 am on July 7, Phu Quoc Special Zone Police received a report from local residents that eight crawler excavators were digging a pond and leveling the ground at a plot of land in Group 1, Ong Lang Quarter.

The police sent a working group to the scene and discovered three crawler excavators operating in the above land and five crawler excavators parked near the scene.

Through on-site inspection, the subjects stated that Ms. Nguyen Kim Hoa, acting in Ward 4, Phu Quoc Special Zone, claimed to be the owner of the land plot with a contract with Mr. Pham Anh Hai, asking Mr. Two to rent 8 crawler excavators from Mr. Dao Vo Duy Tuong, Ha Thanh Tung, Ha Minh Tam, Pham Quoc Vuong, Lam Xe Cuong, Lam Tien Tinh to dig a pond and level the ground.

At the time of discovery, the subjects had not yet presented relevant documents from the authorities authorizing the digging of a pond and leveling of the land plot above.

The Phu Quoc Special Zone Police Working Group contacted the Land Administration Team in charge of the Cua Duong area (old) to come to the scene to bring evidence and vehicles for verification and clarification.

Through the coordination of actual measurements and recording statements with related subjects, initially, Phu Quoc Special Zone Police and the Land Administration Team in charge of Cua Duong area determined that the occupied land plot had an area of ​​​​50,022.8m2 , of which Ms. Hoa had built a temporary house with an area of ​​36.9m2, dug a pond with an area of ​​6065.8m2, and the remaining area of ​​43920.1m2 was leveled. In addition, Ms. Hoa also built a fence with block bricks with a height of 1.2m to 1.5m.

The origin and process of using the land area of ​​50,022.8m2 from before 1993 to 1998 was unused land and had not been assigned to any organization or individual by the state land management agency.

As of June 18, 1998, it was a protected forest land. In 2002, the above land area of ​​50,022.8m2 continued to be within the boundary of the certificate of the Management Board of Protective and Special-Use Forests managing Phu Quoc National Park.

In 2005, Kien Giang Provincial People's Committee granted a sand mining license to NT Private Enterprise, the land area of ​​50,022.82m2 is within the sand mining scope of NT Company.

On December 14, 2012, Kien Giang Provincial People's Committee reclaimed the land and handed over the land to Cua Duong Commune People's Committee to manage the above land area of ​​50,022.8 m2 .

The police agency determined that Ms. Nguyen Kim Hoa's behavior was an act of land grabbing. Currently, the Phu Quoc Special Zone Police and the land administration team of Cua Duong commune (old) continue to verify and clarify to handle according to the provisions of the law.
