The Politburo and the Secretariat requested to continue to do well in political and ideologicaleducation , fully and promptly resolve the regimes and policies for cadres, party members, civil servants, public employees, and workers who have stopped working or retired early due to arrangements under the Central's guidance; strengthen propaganda and guidance so that people can understand the regulations, locations, and new working methods of local state agencies; consolidate and maintain people's consensus and support for the implementation of the two-level administrative unit; promote the spirit of solidarity and unanimity to successfully implement the two-level administrative unit model, ensuring the smooth, effective, and efficient operation of the organizational system; protect the legitimate rights and interests of the people; care for social security and expand development opportunities for all classes of people. Provinces focus on leading and directing the preparation of conditions for the successful organization of Party congresses at all levels, towards the 14th National Party Congress, in conjunction with preparations for the election of National Assembly and People's Council deputies at all levels.
