By 2025, a railway connecting to China in Lao Cai will be built.

Vietnam Railways Administration said it is working with China National Railway Administration to agree on the 1,435mm standard gauge railway rail connection point between the two sides.

Specifically, the two sides will promote the development of an intergovernmental agreement on the plan and connection point of the standard gauge railway between Lao Cai station, Vietnam and Hekou Bei station, China, as a basis for implementing the construction of this section in 2025, preparing for the Lao Cai - Hanoi - Hai Phong standard gauge railway line, which is currently undergoing investment preparation.

On the Vietnamese side, the rail connection project between Lao Cai station and Ha Khau Bac station has been proposed for investment in the 2021-2025 period with a total estimated investment of more than VND 2,206 billion.

The project is expected to build a dual-gauge railway (1,000mm and 1,435mm) with the starting point at Lao Cai station (Km294+775) on the existing 1,000mm gauge railway of Vietnam Railways; the end point is the middle point of Ho Kieu bridge (new). Of which, 2,850m of the dual-gauge railway will be newly built, from the north end of Lao Cai station to the middle point of the new Ho Kieu bridge.

China will also invest in building a dual-gauge railway from Hekou Bei Station to the new Huqiao Bridge to connect the railway with Vietnam's railway.

The Lao Cai - Hanoi - Hai Phong standard gauge railway project has also been assigned by the Ministry of Transport to the Railway Project Management Board to prepare a pre-feasibility study report; the board is currently implementing this work.

Regarding the promotion of cross-border railway projects, the Vietnam Railway Authority said that the two sides discussed the content of supporting the feasibility study of the Lao Cai - Hanoi - Hai Phong standard gauge railway and planning the Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong railways as stated in the Memorandum of Understanding between the Ministry of Transport of Vietnam and the General Department of International Development Cooperation of the People's Republic of China (CIDCA) on enhancing cooperation in aid for the development of cross-border railways between Vietnam and China and the Memorandum of Understanding between the Ministry of Transport of Vietnam and the National Reform and Development Commission of the People's Republic of China (NRDC) on enhancing cooperation in Vietnam - China railway cooperation.

The two sides also discussed the coordination to amend the Vietnam-China Border Railway Agreement (the Agreement) to replace the Border Railway Agreement signed between the Ministry of Transport and Posts of Vietnam and the Ministry of Railways of China signed in 1992.

The goal is to separate state management and the operations of transport enterprises in international intermodal transport by railway; to increase information sharing on the organizational structure and functions of relevant agencies and railway enterprises of Vietnam to jointly study and adjust the draft Agreement to suit the railway organizational structure of the two countries.
