The Vietnam Road Administration has just proposed to the Ministry of Construction to allow toll collection on 13 expressways invested by the State and scheduled to be completed in 2025, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, Hau Giang - Ca Mau.

Pursuant to Decree 130/2024/ND-CP dated October 10, 2024 of the Government , the Department of Roads proposes two toll rates for the above expressways as follows:
Level 1 (VND 1,300/PCU/km) applies to highways that fully meet the regulations on conditions for toll collection (highways with 4 lanes, with continuous emergency lanes). In which, PCU is the vehicle converted to a 5-seat vehicle as the standard.
Level 2 (VND 900/PCU/km) applies to expressway projects that have been decided on investment policies before the effective date of the Road Law, but when put into operation, they do not fully meet the requirements specified in the Road Law (expressways with 4 lanes, with intermittent emergency lanes).
It is expected that when implementing toll collection on the 13 expressways mentioned above, after deducting collection costs, nearly 2,500 billion VND will be paid to the budget each year.
Toll collection will be implemented entirely in the form of non-stop electronic toll collection (ETC), ensuring transparency, convenience and reducing congestion.
According to the Vietnam Road Administration, all expressway sections invested by the State will be directly managed, maintained and serviced by this unit.
The above expressway projects on the North-South expressway will collect tolls for 7 years. During the policy implementation assessment process or after the end of a cycle of equipment exploitation, the Vietnam Road Administration will study and propose other exploitation methods if appropriate.
Previously, two component projects of the North-South Expressway in the East phase 2021-2025 through Ha Tinh , Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, were officially put into operation from 6:00 p.m. on April 28. The two projects have a total length of nearly 90 km, and will start construction in January 2023.
Meanwhile, the Vung Ang – Bung expressway, 55.34 km long, passing through the two provinces of Ha Tinh (12.9 km) and Quang Binh - now Quang Tri (42.44 km), started construction in January 2023. Currently, contractors are actively speeding up the progress to soon bring the project to the finish line.
