ANTD.VN - The Ministry of Industry and Trade has proposed new regulations related to the basis for establishing and adjusting electricity prices, implementing electricity prices according to market mechanisms and managing electricity prices, and cross-subsidizing electricity prices in the Draft Law on Electricity (amended) which is being consulted.

At a recent workshop on the draft Law on Electricity (amended), the Ministry of Industry and Trade informed about some new contents related to electricity prices.
Specifically, regarding electricity price policy, the draft inherits the principles currently stipulated in the Electricity Law and continues to supplement appropriate policies in the direction of ensuring that electricity prices reflect reasonable and valid electricity production and business costs of electricity units and are implemented publicly, transparently, equally, and without discrimination between electricity units.
In addition, supplementing electricity price policies ensures encouraging customers to use electricity effectively and economically.
Regarding the basis for establishing and adjusting electricity prices, the Ministry of Industry and Trade's submission stated that recently, the establishment and adjustment of electricity prices have been based on financial reports and audited data on electricity production and business costs of electricity units. To legalize the requirements on data for establishing and adjusting electricity prices for electricity units, it is necessary to supplement these contents in the Law.
Regarding the implementation of electricity prices according to the market mechanism and electricity price management, according to the drafting agency, the current implementation of electricity price management (the Prime Minister has the authority to regulate the mechanism for adjusting retail electricity prices, specifically decentralizing the authority to adjust retail electricity prices to Vietnam Electricity Group (EVN), the Ministry of Industry and Trade and the Prime Minister depending on the level of adjustment of retail electricity prices), has created a legal corridor for calculating and adjusting electricity prices according to the market mechanism under the control of the State to ensure macroeconomics , transparency and flexibility in the implementation process.
However, electricity is an essential commodity, so adjusting electricity prices is subject to much public pressure and can have a major impact on the macroeconomic situation.
“The management of retail electricity prices and the decision to adjust retail electricity prices need to be considered and evaluated comprehensively in all areas. The actual management of retail electricity prices in recent years has been discussed and decided through meetings of the Government Standing Committee,” the report stated.
To ensure compliance with other legal regulations and ensure consistency in the Government's macroeconomic management, the Ministry of Industry and Trade believes that it is necessary to consider amending the authority to issue a mechanism for adjusting retail electricity prices as stipulated in the current Electricity Law in the direction of the Government issuing a Decree on the mechanism for adjusting retail electricity prices, which specifically stipulates the authority to adjust electricity prices according to each price adjustment level.
Similarly, regarding the issue of cross-subsidy, the new draft Law needs to supplement policy provisions on gradually reducing and eliminating cross-subsidy of electricity prices between customer groups not participating in the competitive retail electricity market, and between regions in accordance with the development level of the electricity market.
In addition, the Ministry of Industry and Trade also believes that it is necessary to amend regulations on electricity prices in rural, mountainous, border and island areas that are not connected to the national grid to meet the Party and State's policies in ensuring national security in border and island areas and social security policies for disadvantaged and low-income areas.
Regarding electricity price management, at a recent seminar on mechanisms to attract investment in the electricity industry, experts also said that it is necessary to have reasonable, public, and transparent electricity prices.
A representative of Canon Vietnam Company assessed that electricity prices in Vietnam change frequently in an upward direction, affecting production and business activities that need to be stable and ensure the competitiveness of enterprises.
“In reality, the Electricity Company often reports losses due to increased costs for production and business activities. However, whether the use of these costs is reasonable or not, which agency is responsible for auditing these costs; and whether production and business are improved, productivity is increased, costs are cut or not; whether efforts to reduce electricity loss are carried out regularly and thoroughly or not, there needs to be clearer regulations for the electricity industry” - Canon representative said.
From the above assessment, Canon Vietnam proposes that it is necessary to regulate the ensuring of a stable electricity price structure; Clearly specify which State agencies are responsible for regularly conducting audits and consulting on management, supervision and inspection in the electricity industry, in order to help production and business activities become more and more effective and ensure stable and competitive electricity prices.
In addition, the representative of this enterprise also recommended that Vietnam be responsible for distributing sufficient and stable electricity to serve production, as well as having more effective energy saving solutions.
