The implementation of the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030" has initially shown clear benefits in both economic and environmental terms.

Implementing the Project, localities in the Mekong Delta region have proactively deployed more than 100 pilot models with a total area of more than 4,500 hectares.
Implementing the Project, localities in the Mekong Delta region have proactively deployed more than 100 pilot models with a total area of more than 4,500 hectares.

To implement this Project, in the past time, the Ministry of Agriculture and Environment has coordinated with units and localities to implement 7 pilot models with an area of 50 hectares/model in the two Summer-Autumn and Autumn-Winter crops in 5 provinces and cities in the Mekong Delta region.

Initial results show that these farming models help reduce production costs by 8.2% - 24.2% thanks to a 30-50% reduction in seed quantity, saving 30-70 kg of fertilizer/ha, reducing 1-4 sprayings of pesticides and cutting irrigation water by 30-40%. At the same time, productivity increases by 2.4-7.0%, helping to increase farmers' income by 12-50%, equivalent to an increase in profit of 4-7.6 million VND/ha compared to traditional farming.

More importantly, the model has contributed to reducing greenhouse gas emissions, with an average reduction of 2.0-12.0 tons of CO₂ equivalent/ha. Notably, the entire harvested rice output is committed to be purchased by businesses at a higher price of 200-300 VND/kg...

In the 2025 Summer-Autumn crop, the Ministry of Agriculture and Rural Development will coordinate with units and localities to continue implementing 6 models (except for the rice-shrimp model) and expand 5 new models, while coordinating with the International Rice Research Institute and the World Bank to pilot the MRV process. It is expected that the harvest will be completed in the models by the end of August and early September. However, initial results show that the implementation of the MRV process is quite favorable, receiving the response and high appreciation from the people and local authorities.

In addition to the above models, localities have also proactively deployed 101 pilot models with a total area of over 4,500 hectares. As a result, these models have reduced the amount of seeds, fertilizers, pesticides, and water according to the Project's objectives...

In the coming time, the Ministry of Agriculture and Environment will review and complete the emission reduction farming process for the Project area; Complete and issue guidelines on measurement, reporting and verification of emissions (MRV) for high-quality, low-emission rice cultivation within the scope of the Project; Develop and implement a strategy to develop a low-emission Vietnamese rice brand (emission reduction).

Instruct localities to review the overall area participating in the Project in 5 provinces and cities and continue to expand the area participating in the Project, to ensure reaching 1 million hectares by 2030; Advise and propose a pilot policy and mechanism for carbon credit payment based on results for high-quality and low-emission rice growing areas; pilot policy and mechanism for carbon credit exchange for the rice industry...

The Ministry of Agriculture and Environment also requested that provinces and cities review and complete the adjustment of the Project Steering Committee and the Project Implementation Plan according to the new administrative boundaries; Review the registered Project areas according to the Project criteria, and the area expected to register to participate in the loan project.

Focus on strengthening the infrastructure system for rice growing areas participating in the Project, especially irrigation infrastructure; Review the criteria and identify enterprises and cooperatives that will participate in the Project, announce the list of entities participating in linking production, processing and consumption of rice products; Seriously and effectively implement the conclusions of the Government leaders; documents implementing the Project of the Ministry...
