According to the report of the Department of Finance, in 2025, the capital allocated by the Prime Minister to the province is more than 12,851 billion VND. To date, the Provincial People's Committee has allocated more than 12,821 billion VND (the old Khanh Hoa province allocated more than 10,105 billion VND; the old Ninh Thuan province allocated nearly 2,716 billion VND). The total disbursed capital up to June 30 was more than 5,297 billion VND, reaching 41.32% of the plan assigned by the Prime Minister, 32.06% higher than the national average. Although the results of implementation and disbursement of public investment capital in the province are quite good, compared to the previous direction of the Provincial Party Committee Standing Committee (striving to disburse public investment capital in 6 months to reach 50% or more), it has not yet met the set disbursement schedule. The reason for the delay is that some investment projects, headquarter and office building repairs have to temporarily stop starting new construction, some projects are in the process of reviewing to adjust the scale and scope of project investment due to the implementation of organizational restructuring and streamlining, leading to no further allocation of capital to implement the project to avoid waste. Compensation and site clearance for project construction are still slow due to difficulties in determining compensation land prices due to not reaching an agreement with the people, slow handover of the site; determining the origin of land use of households is difficult due to multiple transfers, which takes time, completing land recovery records through many steps; difficulties in building land price lists due to merging regulations of the 2024 Land Law...
After listening to the opinions of departments, branches and sectors, concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Hoa Nam requested the Department of Finance to have a report assessing the monthly disbursement progress and develop a capital disbursement plan for the following month. In particular, it is necessary to determine the responsibilities of investors and localities in implementing projects and disbursing capital. The Department of Agriculture and Environment monitors compensation, support and resettlement work, thereby advising on measures to remove difficulties to speed up project progress. Regarding difficulties of communes and wards in implementing projects, provincial leaders will conduct field inspections, grasp difficulties and shortcomings, from which there will be measures to remove them and provide specific instructions for localities to implement. Vice Chairman of the Provincial People's Committee Tran Hoa Nam noted that investors, departments and sectors must focus on speeding up the progress of major projects scheduled to be completed by the end of 2025.
