On July 10, the National Assembly Standing Committee met to give opinions on the National Assembly's report on people's petitions for April-June 2025.

Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that public opinion has reflected a lot that the high school graduation exam questions for some subjects are very difficult compared to last year. While this is the first time the exam is organized according to the new generaleducation program with many sets of textbooks. The exam questions are more practical and include many parts outside the program.
"Students' adaptation to new testing methods and formats is also a problem. This is highly specialized content, so the Committee has asked the Ministry of Education and Training to report," said Mr. Vinh.
He also said that the Committee on Culture and Society will consult with general education experts, who have in-depth knowledge of exam questions, on this matter to report to the National Assembly Standing Committee.
According to Mr. Vinh, the general view is that the exam questions must be highly classified, accurately assessing the quality of the students, avoiding equal ranking, which makes it impossible for universities to classify the level of students. This affects the quality of post-secondary education.
The 2025 high school graduation exam will take place on June 26-27. Immediately after the exam, many candidates were shocked by the math questions, which were long and difficult, especially in the short answer format. Many teachers commented similarly.
In English, many students who achieved IELTS 7.0-7.5 were surprised because the questions had many academic terms, far from high school students. A teacher from a specialized school said that the school's test-solving team also had to "sweat" and assessed that the test questions were more suitable for English-specialized candidates than general exams like high school graduation.
