Volunteer peak competition to support the construction of the 500kV Lao Cai - Vinh Yen transmission line project

(Chinhphu.vn) - The peak emulation campaign to volunteer to support the construction of the Lao Cai - Vinh Yen 500kV Transmission Line project promotes the role, responsibility, and pioneering spirit of the young generation and youth union members in participating in ensuring national energy security and implementing the strategy of socio-economic development goals.

Accompanying the country in ensuring energy security

On the morning of July 10, at Xa Ho village (Xuan Quang commune, Lao Cai province), the Central Committee of the Ho Chi Minh Communist Youth Union coordinated with Vietnam Electricity Group (EVN) to organize the Launching Ceremony of the peak emulation campaign for volunteering to support the construction of the Lao Cai - Vinh Yen 500kV transmission line project.

Pursuant to Official Dispatch No. 81/CD-TTg dated June 3, 2025 of the Prime Minister on the situation and solutions to ensure electricity supply in peak months of 2025 and the coming time; to accelerate the construction progress of the Lao Cai - Vinh Yen 500kV Transmission Line Project, the Central Committee of the Ho Chi Minh Communist Youth Union and Vietnam Electricity Group launched a peak emulation campaign to volunteer to participate in supporting the construction of the Lao Cai - Vinh Yen 500kV Transmission Line Project.

The peak emulation campaign to volunteer to support the construction of the Lao Cai - Vinh Yen 500kV Transmission Line project will promote the role, responsibility and pioneering spirit of the young generation and youth union members in participating in ensuring national energy security and implementing the strategy of socio -economic development goals.

At the same time, create a competitive atmosphere in implementing tasks and volunteer activities to help speed up progress and complete the project before August 19, 2025 on the occasion of the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam.

Speaking at the launching ceremony, comrade Nguyen Minh Triet, Secretary of the Central Youth Union, President of the Central Vietnam Student Association, Head of the Steering Committee of the 2025 Summer Youth Volunteer Campaign, said that this is not only an activity demonstrating the spirit of "Wherever there is a need, there are youth, wherever there is difficulty, there are youth", but also an opportunity for the youth of the whole country to continue to promote their pioneering and creative role, accompanying the country in ensuring energy security, contributing to promoting sustainable socio-economic development.

The 500kV Lao Cai – Vinh Yen transmission line project is a key and urgent project in the national power system. The project has a total length of more than 229 km, passing through Lao Cai and Phu Tho provinces, with 468 column foundation locations, spanning 31 communes and towns.

The project plays a key role in transmitting power from hydroelectric plants in the Northwest region, connecting to the national power system, improving safe and stable operation capacity and ensuring national energy security.

Promoting the positive results and lessons learned from the Youth Union chapters at all levels in implementing the peak emulation campaign to volunteer to support the construction of the 500kV line 3, section Quang Trach (Quang Binh) to Pho Noi (Hung Yen) in 2024, Secretary of the Central Youth Union Nguyen Minh Triet called on union members and young people, especially in 31 communes where the project passes through, to promote the spirit of responsibility, dedication and pride of Vietnamese youth.

This is a great honor, an opportunity for young people to contribute to a key national project, demonstrating the pioneering, creative and proactive role of young people in completing the plan's goals.

Contribute to completing the project on schedule

To effectively implement the peak emulation period, comrade Nguyen Minh Triet suggested that provincial and municipal youth unions should focus on implementing the following contents: Promoting propaganda work on mass media systems, youth mobilization work among youth union members and people to clearly understand the meaning and purpose of the project, thereby creating consensus, support and readiness to cooperate during the project construction process.

In particular, propaganda work needs to focus on the activities of the Youth Union participating in supporting the construction of the 500 kV transmission line project, diversifying the number of propaganda articles on media platforms, attracting the attention of society, arousing the sense of responsibility and determination among youth union members to participate in supporting the project implementation, further consolidating the consensus and support of the people for the project implementation.

"The Lao Cai and Phu Tho Provincial Youth Unions need to continue to promote the core role of volunteer teams to coordinate with local socio-political organizations to effectively carry out propaganda work to quickly create consensus among people affected by the project implementation, thereby speeding up the site clearance progress, contributing to the decision to complete the project on schedule," said comrade Nguyen Minh Triet.

The competition focuses on two main contents: Widely disseminating the meaning and role of the project in the community; organizing practical volunteer activities, supporting site clearance. In particular, youth teams will be responsible for clearing and cleaning the corridor, cutting down trees; each commune with the power line passing through will take on at least two poles to undertake the competition content.

"Green Summer" volunteer teams from universities and colleges will also be mobilized to support localities. Propaganda work will be deployed synchronously on media platforms and the Youth Union system, aiming to raise awareness, create consensus and support from the people for the project.

In addition, the Youth Union at all levels will regularly inspect, encourage, and promptly reward, ensuring the safety of forces participating in volunteer activities.

Mr. Do Quang Khai, Director of the Lao Cai - Vinh Yen 500kV Transmission Line Project Management Board, said that the Lao Cai - Vinh Yen 500kV Transmission Line Project has a total investment of VND 7,411 billion, with a route length of 229.5 km, playing an important role in transmitting power from hydropower plants in the Northwest region and connecting to the national power system.

However, the construction process encountered many difficulties, especially due to the rainy weather conditions in the Northwest. The presence of the Youth Union played an important role in widely disseminating the meaning and role of the project, supporting tree clearing, dismantling and relocating works in the corridor of the route... Thereby, effectively supporting the upcoming wire pulling phase, contributing to ensuring the project's progress.

After the launching ceremony, a volunteer team of 30 members and young people joined hands to support the relocation of ancillary works and barns for a household in Xuan Quang commune; visited and presented gifts to two households affected by the implementation of the Project; established three volunteer teams with 100 members and young people to support clearing the route corridor, cutting trees in some locations with a total area of ​​up to 8,000 m2; visited and presented gifts to young workers at the Project construction site.

On the same day, in 31 communes of Lao Cai and Phu Tho provinces where the road is built, the Youth Union units also simultaneously organized the Launching Ceremony of the Peak Emulation Campaign to volunteer to support the construction of the Lao Cai-Vinh Yen 500kV Transmission Line Project, demonstrating the determination to accompany and contribute young people's efforts to the project of national strategic significance.

Previously, on July 9, a working delegation led by Secretary of the Central Youth Union Nguyen Minh Triet surveyed and inspected the activities of youth volunteer teams supporting people at the Public Administration Service Centers of Bat Xat and Trinh Tuong communes (Lao Cai province); presented two sets of computers to each commune to carry out digital transformation and operate the government according to the new model in border areas.

The Lao Cai - Vinh Yen 500kV Transmission Line Project is one of the national key projects approved by the Prime Minister in Decision No. 1274/QD-TTg dated October 26, 2024 and approved by the EVN Board of Directors in Decision No. 23/QD-HDTV dated January 16, 2025. The project has a total investment of VND 7,410 billion, the total length of the line is 229.5 km, passing through 2 provinces including Lao Cai and Phu Tho with a total of 31 communes.
