Land plots 'peak' after province-city merger

The number of land transactions in the first 5 months of the year far exceeded that of apartment transactions. Although land prices have cooled down, they have still "peaked" since March 2025.

This fact shows that the attractiveness of land to investors, even speculators, has been very large in recent times, especially after the news of merging provinces and cities, land in the administrative centers of new provinces is strongly attracting cash flow in the market.

Ms. Mai An, a land investor in Hanoi and neighboring provinces, said that she and her group of friends had managed to buy 12 plots of land in Viet Tri City, Thai Nguyen City, Bac Giang City and Hung Yen City. In Hoa Lu area alone, which is expected to become the new administrative center of Ninh Binh province, Ms. Mai An had pooled money to buy 3 plots of land in the city center.

"The new administrative centers attract a large number of provincial officials and civil servants looking to buy houses for work convenience. Recently, many people have come to Hoa Lu to buy land. Land prices in the central area of ​​Hoa Lu city have increased.

From now until the end of the year, land prices in Hoa Lu area will continue to increase, especially at the end of September, when the new provincial administrative apparatus officially operates" - Ms. Mai An commented.

According to the Ministry of Construction , the number of land transactions in the first quarter of 2025 is far exceeding the number of apartment transactions. In the first quarter, the country had more than 101,000 land transactions, while the number of apartment transactions in the same period was only about 33,500.

Data from Batdongsan.com.vn also shows that although the number of searches and interest in land in May in Hanoi decreased by 15%, and in neighboring provinces of Hanoi decreased by 5% compared to April, the interest in land is still very high.

The northern provinces that have received great attention from land investors are Hai Phong, Bac Ninh, Phu Tho, Hung Yen, and Ninh Binh.

Although the selling price of land in the Northern provinces has cooled down compared to March 2025, it is still "peaking" at a high price. Compared to January 2024, the selling price of land in May 2025 in Bac Giang province (old) increased by 39%, Bac Ninh (old) increased by 20%, Hoa Binh (old) increased by 67%, Hung Yen (old) increased by 59%, Vinh Phuc (old) increased by 47%.

Even compared to the peak in March 2025, land prices in Bac Ninh (old) still increased by 3%, Vinh Phuc (old) increased by 14%, and Quang Ninh increased by 12%.

According to Tuoi Tre Online , land prices in Hung Yen City range from 50-80 million VND/m2, in Viet Tri City from 25-67 million VND/ m2 , in Bac Giang from 77-90 million VND/ m2 , and in Hoa Lu City from 48-120 million VND/ m2 depending on location.

In the southern provinces and cities, land prices tend to cool down more sharply after peaking in March 2025. Southern investors are being more cautious when investing.

However, land prices in some areas in May 2025 still recorded an increase compared to April 2025. Specifically, in Ba Ria - Vung Tau province (old), land prices increased by 7%, Long An province (old) increased by 8%, while in Binh Duong, Binh Phuoc, Dong Nai, Tay Ninh, the selling price remained the same.
