Information from the Ministry of Justice said that the ministry has just held a meeting to review the draft Law on Civil Aviation of Vietnam (replacement). The draft law is chaired by the Ministry of Construction.

Proposal to increase service allowance for officials and civil servants

The Ministry of Justice is reviewing a draft decree regulating the service allowance regime. The draft is being developed by the Ministry of Finance .

According to Decision No. 269 issued since 2005, the group that is subject to the service allowance regime is cadres and civil servants elected or appointed to leadership positions in state agencies, political organizations, and socio-political organizations, with service allowances at two levels: VND 400,000 and VND 200,000/month.

Based on practical grounds, the Ministry of Finance considers that this allowance level is no longer suitable to the actual situation.

Currently, the basic salary has increased by 5.69 times compared to the time of issuance of Decision No. 269. From there, the Ministry of Finance proposed to increase the service allowance for officials and civil servants according to the above basic salary increase.

specifically, level 1 increases from 400,000 VND to 2,700,000 VND/month; level 2 increases from 200,000 to 1,350,000 VND/month.

The statute of limitations for disciplining officials and civil servants is up to 10 years.

The Government has issued Decree 172/2025 on handling and disciplining officials and civil servants, effective from July 1.

Notably, this decree clearly stipulates the disciplinary statute of limitations - the period of time for competent authorities to consider responsibility from the time the act occurred - to unify the application throughout the system.

The statute of limitations is determined into two periods: 5 years if the act can only be handled by reprimand; 10 years for violations that can lead to warning, dismissal, removal from office for officials or forced resignation for civil servants.

This period is calculated from the date the violation occurred until the competent authority issues a notice of acceptance of the disciplinary case. If during that time the violator commits a new act, conceals or obstructs the handling, the statute of limitations will be recalculated from the beginning from the time of discovery.

Previously, the Law on Cadres and Civil Servants 2008 (amended in 2019) stipulated the statute of limitations as 2 years and 5 years, respectively.

The statute of limitations for disciplinary action is the maximum time limit for a competent authority to initiate a disciplinary case for a violation; After this time limit, the normal behavior will no longer be subject to disciplinary consideration.

Record number of new securities accounts opened

According to data from the Vietnam Securities Depository and Clearing Corporation (VSDC), as of the end of June 2025, the Vietnamese stock market had nearly 10.27 million accounts, an increase of 199,000 accounts compared to the end of May and an increase of 971,938 accounts compared to the end of last year. This is a high number record for the town.

Of the total of nearly 10.3 million accounts, domestic individual investors extracted for more than 10.2 million, an increase of 198,622 accounts compared to the previous month. The number of domestic institutional investor accounts also increased by 166, reaching 18,339 accounts.

Notably, for foreign investors, all 186 additional accounts in the month belonged to individual investors, bringing the total to 43,924 accounts. The number of institutional foreign accounts remains unchanged at 4,669.

The momentum of increasing account numbers continues after the market surpasses the 10 million account mark, in the context of Vietnamese stocks recovering strongly from the tariff shock.
