Speaking to Tuoi Tre Online on July 7, many residents at the Tham Luong resettlement apartment complex (commercial name CTL Tower) in Dong Hung Thuan ward (formerly District 12) said they had just received a notice to pay land registration fees from the tax authority to complete the procedures for issuing pink books.
According to residents, recently people have known that the procedures for issuing pink books are still stuck, the project has not been issued books yet, so hundreds of apartment owners in this project have to wait for the authorities to resolve the problem.
However, up to now, the notice to pay the fee has been received, making people who bought the apartment "breathe a sigh of relief" because they are about to receive the ownership certificate.
Previously, this project encountered problems related to determining the number of apartments in the project, the number of apartments the investor was allowed to sell to resettled household, and the number of apartments sold to organizations and individuals.
The project has been put on the list of obstacles to be removed by the HCM City working group on certification.
Responding to Tuoi Tre Online 's reflection, the Ho Chi Minh City Land Registration Office said that in December 2024, this unit was assigned by the Director of the Department of Agriculture and Environment to have a written exchange with the Ho Chi Minh City Department of Construction on the number of apartments in the project and carry out procedures for approving investment adjustments for the Block A project - Tham Luong resettlement apartment complex, invested by Chung Trang Linh Company Limited.
On January 15, the Ho Chi Minh City Land Registration Office sent a dispatch requesting the Department of Construction to implement the above conclusions. Then on April 2, the Department of Construction responded that 720 apartments were determined according to the assessed technical construction documents, in accordance with the regulations on the number of houses in the decision to adjust the project investment policy (maximum 764 apartments).
The HCM City Land Registration Office said that Chung Trang Linh Company Limited has so far submitted 2 batches of 220 sets of documents to issue certificates to home buyers. After that, this unit has also completed the processing and transferred the information to the tax authority to determine financial obligations.
"After completing financial obligations, the Ho Chi Minh City Land Registration Office will issue certificates of land use rights and ownership of assets attached to land to apartment buyers at the project," informed the Ho Chi Minh City Land Registration Office.
Will send invitation letter to investor of La Astoria apartment project to submit application for pink book
Regarding the La Astoria apartment project (Binh Trung ward, Ho Chi Minh City), in the old Thu Duc City, invested by An Gia Hung Construction Investment Joint Stock Company, residents reported that they had received their houses for 6-7 years but had not yet been granted the pink book.
The Ho Chi Minh City Land Registration Office said it has not received any applications from investors requesting to issue certificates to apartment buyers.
This agency will send an invitation letter to the representative of the investor and the apartment building management board to guide the submission of documents and legal papers according to regulations, and at the same time report to Working Group 5013 to ask for opinions and solutions.
It is expected that the reception and guidance will be carried out in July 2025.
