People apply for red book at commune level: Time for issuing book is shortened

From July 1, when the two-level local government system begins to be implemented, many land procedures will be carried out at the commune level.

From July 1, when the two-level local government system begins, many land procedures will be carried out at the commune level. Of these, there are five procedures related to registration and issuance of certificates (also known as red books). Many people are getting used to the new changes, including the locations for carrying out the records and procedures. Currently, localities are actively promoting and supporting people to grasp the information and avoid confusion during the implementation process.

According to the decision from the Ministry of Agriculture and Environment , 5 red book procedures are carried out at the commune level, including: Registration and issuance of red books for the first time to organizations using land; issuance of red books to households, individuals, residential communities or people of Vietnamese origin residing abroad; re-determination of residential land areas that have been granted red books before July 1, 2004; correction of erroneous red books; revocation and re-issuance of erroneously granted red books.

Many of these procedures were previously carried out at the provincial level or at the land registration office. The new changes have been well received by the public.

Under the new process, the intermediate steps in issuing red books to people have been cut out. For example, in the past, to get a book, the commune level had to confirm whether the land was in dispute or not, set up a review board, and then send it to the district level to issue the book. After July 1, all these procedures will be carried out at the commune level. Therefore, the time to issue the book has been shortened.

Mr. Nguyen Manh Lan - Deputy Director of the Department of Agriculture and Environment of Bac Ninh province said: "Registering for the first certificate, previously it took a total of 23 days, now it takes 20 days. Previously it took 20 days, now it takes 17 days. Because there are no more procedures at the district level, the commune level will do it, reducing 3 days".

The authorities also confirmed that all land documents that are still valid will continue to be implemented. Only when people carry out administrative procedures on land, the commune-level authorities will simultaneously carry out the adjustment of land changes as well as the information on the land use right certificate. The adjustment will only be carried out when people have a need. Therefore, people can rest assured that their land documents are still valid.
