Kim Binh Commune (new) was established on the basis of merging 3 communes: Kim Binh, Vinh Quang and Binh Nhan. The total natural area of the commune is 92.09 km2. The commune has 31 villages, a total population of 16,818 people, including Tay, Dao, Nung Kinh, Thai, Muong ethnic groups... living together. This is a locality with an important strategic position in terms of politics , socio-economy and national defense and security of the province; at the same time, it is a locality with special historical value associated with the event of organizing the 2nd National Congress of the Party.
Tri Phu Commune (new) was established on the basis of merging 2 communes: Tri Phu and Linh Phu. It is a remote and extremely difficult area, with 22 villages with Kinh, Tay, Dao, Mong, and Pa Then ethnic groups living together.

After the merger, the Party Committee and the government of Kim Binh and Tri Phu communes promptly directed the completion of the organizational structure, arranged and assigned the staff and civil servants according to the approved project, initially promoting their roles and responsibilities in performing their tasks, contributing to stabilizing the organization, ensuring the effectiveness and efficiency of management and operation. The grassroots Party organizations, the Fatherland Front and socio-political organizations continued to maintain their working habits, complete the organizational structure in a streamlined and stable manner, gradually improving the quality and efficiency of their work.
People in the two communes agree with and trust the leadership of the Party Committee and the government; support the Party and State's policies on the arrangement of administrative units; actively participate in patriotic emulation movements, build new rural areas, ensure security and order, develop production, and contribute to strengthening the great national unity bloc. In the preparation work for the Party Congress of the commune, the Party Committee of the commune has focused on leading and directing the synchronous and methodical implementation of work contents in accordance with the direction of the higher-level Party Committee, establishing sub-committees to serve the Congress, assigning specific and clear tasks to each member...
At the meeting, Kim Binh and Tri Phu communes also requested consideration and attention to allocating funding to repair and upgrade office headquarters; supporting investment in traffic infrastructure, creating favorable conditions to attract businesses, etc.
In his concluding remarks, Comrade Ma The Hong acknowledged and highly appreciated the proactive and responsible spirit of the Party Committee and the authorities of Kim Binh and Tri Phu communes in arranging and stabilizing the organizational apparatus and effectively implementing the 2-level local government model. He suggested that the two communes should review and supplement operating regulations in line with the new model, and continue to improve organizations in the grassroots political system. At the same time, they should continue to overcome difficulties, enhance the capacity of the staff, focus on effectively implementing key tasks, especially the leadership and direction of the congresses of affiliated Party cells and prepare well for the conditions of the Party Congress of the commune.

Previously, the delegation also offered incense at the Kim Binh National Special Historical Relic Site and presented gifts to policy families in the two communes on the occasion of the 78th Anniversary of War Invalids and Martyrs Day.
