4 bidding packages at An Phu intersection are on 'red alert': Waiting for breakthrough solution next week

There are about 4 main construction packages at An Phu intersection expected to be delayed until 2026, some packages have very low contracted output of only 12-18%.

Following the direction of the Ho Chi Minh City People's Committee, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) urgently inspected, reviewed, and evaluated all construction contractors, and applied sanctions to weak contractors at the An Phu intersection project.

The Traffic Department must put the project into operation before December 31, 2025 in accordance with the resolution of the City People's Council. The Director of the Traffic Department must be directly responsible to the Chairman of the Ho Chi Minh City People's Committee if there is further delay in completing the project as planned.

Four packages at An Phu intersection have progressed to 2026

According to data, of the 4 packages that have been delayed to 2026, the first is the XL13 package (overpass branch N1.2) implemented by Thanh Phat Construction Company Limited, which has an output at the bottom of the rankings, only 12%. Due to land acquisition problems at the 22,012m² land plot on Luong Dinh Cua Street, the progress of this package over the past 11 months has been sluggish, increasing by only 7%.

On August 21, the Ho Chi Minh City People's Committee assigned the City Department of Finance to urgently carry out instructions related to the site clearance of this land, and report before August 26, without delay.

Next is the XL12 package (overpasses N1.1 and N1.3) implemented by the joint venture of Hong Phat Consulting - Investment and Construction Co., Ltd. - Construction and Investment Joint Stock Company 492. This package started construction in January 2024, and so far the output has only reached 17%, and is expected to be completed in December 2026.

Package XL10 (overpasses N3 and N4) implemented by the consortium of Traffic Construction Corporation 8 (CIENCO8) - Thien Hoang Construction Investment and Consulting Joint Stock Company is also not showing much positive output. Currently, there are only 18% of the bids, and the completion date is expected to be postponed to May 2026.

As for the XL6 package (HC1-02 underpass), construction started in March 2023, and currently the progress has only reached more than 70% of the output. In fact, if the contract signed with the investor is correct, the XL6 package must be completed in September 2024. Currently, the bidding package is expected to be delayed until April 2026, which is 19 months behind schedule.

Can progress be saved to complete in 2025?

Based on the completion date of December 31, 2025, the investor and contractor will have 4 more months to cope while there are still many difficulties and challenges ahead. In particular, there must be a "special medicine" to save the progress of the packages with very low output.

A representative of the HCM City Traffic Construction Investment Project Management Board said that next week, the unit will report to the HCM City People's Committee stronger and more innovative solutions to speed up the project's progress.

Currently, the intersection area has a total of 18 construction sites with 160 workers, engineers, supervision consultants and 30 main construction equipment. The contractors will increase the number of construction sites, personnel and equipment... after completing the relocation of water supply pipes, electricity and telecommunications systems at the HC1-02 tunnel construction area in August 2025.

According to a bridge and road expert, technically speaking, with the remaining volume of the An Phu intersection project, it is entirely possible to speed up the progress to "accelerate" within the next four months.

However, achieving this goal depends on many factors, the most important of which is that investors and contractors must make efforts and seriously fulfill their responsibilities under the contract.

At the same time, it is necessary to change the solution and construction sequence, not to let the situation of "this package waiting for that package", stepping on each other's toes. With weak contractors, we must base on the contract to handle them directly, not to drag things out because the remaining time is very short.

"In particular, the site clearance work for the XL13 package on Luong Dinh Cua street needs to be thoroughly handled by relevant departments. This is a key package. If it continues to be delayed, it will make it difficult for the project to meet the 2026 milestone, let alone the 2025 target.

All solution groups need to be deployed synchronously and urgently, only then can we hope that the project can accelerate and reach the finish line in the next four months," said this expert.
