Major General Nguyen Duc Hung, Party Secretary and Political Commissar of Military Region 3 chaired the conference. Attending the conference were Major General Luong Van Kiem, Deputy Party Secretary and Commander of Military Region 3; members of the Party Central Committee, Secretaries of provincial and municipal Party Committees in Military Region 3.

The conference assessed: In the first 6 months of 2025, the Party Committee, the Military Region Command, Party committees and commanders at all levels thoroughly grasped and strictly implemented the resolutions and directives of the Party and the Central Military Commission; coordinate with local Party committees and authorities to lead the successful completion of targets and tasks; organized local military agencies to be lean, compact and strong. Developed projects and implemented decisions to merge and reorganize the Military Commands of 3 provinces and cities, established regional defense commands and 4 Border Guard commands in accordance with regulations; the quality of training, exercises, competitions and sports events was improved.

Direct the successful organization of party representatives of party cells and party committees, especially the Party Committee of Regiment 2, the Party Committee of Ha Long City Military, the Party Committee of Brigade 242, and the Party Committee of Division 395 to hold previous congresses to gain experience in the Party Committee, the Military Region's armed forces and the entire army to achieve good quality.

At the conference, delegates discussed, pointed out limitations and disadvantages and proposed directions and tasks for the last 6 months of 2025.

Concluding the conference, Major General Nguyen Duc Hung requested Party committees and commanders at all levels to continue directing agencies and units to strictly maintain discipline and combat readiness regimes; coordinate with Party committees, local authorities and the Border Guard Command to lead and direct the implementation of local military and defense tasks and border defense tasks in the Military Region's armed forces. Review and supplement the planning, defense arrangement, and construction of defense works in defense areas in conjunction with the socio -economic development strategy in accordance with the determination, combat plans, and local authorities at two levels.

Build, deploy activities and training of regional defense commands, Border Guard commands; coordinate and direct the arrangement of commune-level military commands with sufficient numbers and effective operations; carry out military recruitment in 2026 according to the targets and with good quality. Lead to make steady changes in discipline and law enforcement and ensure safety. Complete targets on administrative reform, digital transformation, resolutely implement the "Digital Education for All" movement and in implementing key projects. Build the Military Region 3 Armed Forces strong in politics , ideology, organization, ethics and cadres. Focus on leading the successful organization of the 10th Military Region Party Congress and the 80th anniversary of the Military Region 3 Armed Forces' Traditional Day.
