Party Committee of Vietnam Public Telecommunication Service Fund: Determined to fulfill the mission of sustainable telecommunications universalization

With the motto of action "Pioneering - Creativity - Breakthrough - Courage - Loyalty", the 5th Congress of the Party Committee of the Vietnam Public Service Telecommunication Fund (DVVTCIVN) for the 2025 - 2030 term was solemnly held. This is a particularly important political event, demonstrating the determination of the entire Party Committee in building a clean and strong Party organization, leading the unit to excellently complete political tasks, contributing to realizing the goal of narrowing the digital gap and ensuring the right to access information of people in all regions of the country, especially in remote, isolated, border and island areas.

Overview of the Congress.

Promoting the role of political core, leading digital transformation in difficult areas

Speaking at the opening of the Congress, Comrade Nguyen Huu Hanh, Party Secretary and Director of the DVVTCIVN Fund, emphasized that this is an opportunity for all cadres and party members to review the results achieved in the 2020-2025 term, and at the same time determine the goals, directions and strategic solutions for the coming period in the context of the telecommunications and digital transformation industry being strongly transformed.

According to the Political Report at the Congress, during the 2020 - 2025 term, the Fund Party Committee has made efforts to synchronously implement Party building work, focusing on consolidating discipline, enhancing political and ideologicaleducation , innovating leadership methods, maintaining internal solidarity and promoting the role of the political nucleus in the unit. Attention has been paid to the work of developing Party members. During the term, the Party Committee admitted 2 new Party members, completing 100% of the set targets; the rate of Party members completing their tasks well reached 96.6%; affiliated Party cells maintained activities in accordance with regulations, inspection and supervision work was strengthened, ensuring the principle of democratic centralism.

The Fund's Party Committee has closely followed the Party's guidelines and policies, the Resolution of the 13th National Congress, and Central documents, leading, directing, and implementing synchronously, effectively, and proactively the assigned tasks; ensuring effective coordination with agencies, units, localities, and telecommunications enterprises to perform the management role in implementing public policies on telecommunications, contributing to narrowing the digital gap and ensuring the right to access information for all people.

Many outstanding results have been recorded, such as: Building and perfecting the system of legal documents on telecommunications to reflect the Party's guidelines, policies, resolutions and the State's policies and laws; Participating in building and amending the 2009 Telecommunications Law; Taking the lead in building the Standard Design of BTS stations and infrastructure works providing telecommunications services to meet the minimum requirements for providing telecommunications services in disadvantaged areas where telecommunications services are popularized; Participating in building the investment rate for the maintenance and operation costs of infrastructure works providing telecommunications services in disadvantaged areas where telecommunications services are popularized; Partially supporting the costs of providing terrestrial mobile telecommunications services and fixed broadband Internet access services to popularize telecommunications services in villages with electricity in communes with socio -economic conditions, especially difficult, island communes, island districts, and business areas; Partial support for the cost of providing public broadband Internet access services in communes with particularly difficult socio-economic conditions, island communes, and island districts; Support for operating costs of providing data transmission services to connect information from the mainland to islands and offshore platforms...

Determined to elevate VTCI in the period 2025 - 2030

Entering the 2025 - 2030 term, the Fund's Party Committee clearly identified new requirements and tasks in the context of comprehensive digital transformation, along with the requirement to ensure universal telecommunications to information gaps, particularly difficult areas, borders, and islands.

The Congress unanimously approved the Political Report and identified key objectives for the new term, which are: Continuing to strengthen the building of a clean and strong Party, improving the leadership capacity and fighting strength of the entire Party Committee, building affiliated Party cells and agencies and units to be comprehensively strong; bringing the telecommunications industry to continue to develop comprehensively and sustainably, contributing worthily to the development of the science and technology industry. Especially focusing on: Investing in developing synchronous telecommunications and Internet infrastructure to provide services for particularly difficult areas requiring large capital; Continuing to support enterprises in developing infrastructure and universal telecommunications services for people in the VTCI region, which has initially popularized telephone services; Continuing to support the provision of terminal equipment and support fees for poor and near-poor households, and policy beneficiaries; Ensuring the principle of where the infrastructure is, there are services - supporting both the supply and demand sides - helping to popularize services comprehensively and effectively...

The Executive Committee of the Party Committee of DVVTCIVN Fund for the 2025 - 2030 term was launched.

In his concluding remarks, Comrade Nguyen Huu Hanh affirmed that the Congress of the DVVTCIVN Fund Party Committee is determined to inherit and promote the achievements, overcome the existing limitations, continue to innovate leadership thinking, improve the quality of Party work and expertise, and bring the VTCI policy into greater depth, meeting the requirements of socio-economic development in the new period. With the spirit of solidarity, proactiveness, creativity and high responsibility, the Party Committee believes that it will successfully complete the set targets and tasks, successfully implement the Resolution of the Party Congress for the 2025-2030 term, the Resolution of the Party Congress at higher levels and the Resolution of the 14th National Congress of the Party; actively contribute to the development of science and technology in general and the VTCI sector in particular.
