The 2024-2025 school year is approaching. This is also the time when sectors and localities in the province focus on completing facilities to serve the new school year.
In the period of 2021 - 2025, to ensure facilities according to Circular No. 13 dated May 26, 2020 of the Ministry of Education and Training on promulgating regulations on standards for facilities of kindergartens, primary schools, secondary schools, high schools and multi-level general schools, the whole province needs to invest in additional 1,926 classrooms, subject classrooms; 52 principal offices, functional rooms; 26 ethnic cultural houses; 27 warehouses; 1,186 dormitories for semi-boarding students, teachers' dormitories with private toilets; 77 dining rooms, kitchens; 65 separate toilets; 21 multi-purpose houses. The Provincial People's Committee has prioritized many resources (VND 3,452.56 billion, with 255 project categories) to invest in additional facilities for schools in the province in the period of 2021 - 2025.

By the end of July 2024, the whole province had completed, handed over and put into use 157/255 works (reaching 61.57% of the plan) with 1,053 classrooms, subject classrooms; 24 principal offices, functional houses; 15 ethnic cultural houses; 6 warehouses; 567 teachers' and boarding students' rooms; 7 kitchens and dining rooms; 34 toilets; 5 multi-purpose houses.
For the purchase of minimum preschool and general education equipment to implement the 2018 GeneralEducation Program and universalize 4-year-old preschool education in the province in the period of 2022 - 2027, the total capital demand is 849,254 billion VND, of which the province has allocated 403,930 billion VND, reaching 47.56% of the total capital demand; the disbursement value to date has reached 209,962 billion VND, equal to 51.98% of the actual capital allocated. In 2024 alone, the allocated budget is 153,397 billion VND. Currently, 1 unit has completed the procurement and acceptance of equipment (Muong Khuong district); 1 unit has signed a procurement contract with the supplier (Bao Thang district); 2 units have posted in the bidding documents and bid evaluation (Sa Pa town and Bat Xat district); 6 units are conducting price appraisal and preparing bidding documents (Bao Yen, Van Ban, Bac Ha, Si Ma Cai districts, Lao Cai city, Department of Education and Training); 1 unit is reviewing and building a list of proposals for the Department of Education and Training to appraise (Center for Vocational Education and Continuing Education of Sa Pa town).

According to Mr. Cao Thanh Hai, Head of the General Planning Department (Department of Education and Training), the Provincial People's Committee pays special attention to and directs investors to speed up the investment progress of construction of approved school and classroom projects in the period of 2021 - 2025. The Department of Education and Training, People's Committees of districts, towns and cities actively advise the province to prioritize resources for investment in construction, repair of school and classroom facilities, purchase of teaching equipment, etc.
“School facilities and classrooms have basically met the teaching and learning needs in the new school year 2024 - 2025. Specifically, the ratio of classrooms/classrooms is high (reaching nearly 1 room/classroom, the national average is 0.83 classrooms/classroom), basically ensuring 2 sessions/day. The educational environment, school landscape, and classrooms are green - clean - beautiful" - Mr. Cao Thanh Hai affirmed.
To have facilities to meet the teaching and learning needs in the new school year 2024 - 2025, Lao Cai province must overcome many difficulties. The reason is that the need for investment funds to build school facilities, classrooms, and purchase teaching equipment is large, while the provincial budget is limited, mobilizing social resources, especially in mountainous areas, is very difficult; the central government does not have a specific mechanism to support the budget for mountainous provinces and difficult mountainous areas.

Expanding land area for educational facilities, especially in wards of Lao Cai city, district centers and some highland communes, especially in Sa Pa town, is very difficult because there is no reserve land fund, or because of difficult terrain... Some educational facilities have limited land area and complex terrain, causing difficulties in arranging construction sites; the cost of leveling and compensation for site clearance is large, leading to the progress of investment in construction of a project not being guaranteed according to plan.
Some classrooms were previously built to implement the 2006 General Education Program with a primary school classroom area of 43.2 m2/room and secondary school classroom area of 54 m2/room. Therefore, when implementing the 2018 General Education Program, students are taught by new methods and exchange and discuss in groups, requiring larger classroom areas, leading to great difficulties in implementing educational activities in the classroom. However, with great effort and determination, Lao Cai province has prioritized resources for investment, helping educational institutions in the province have adequate facilities to meet the requirements of innovation as well as improve the quality of education.
