Announcement of regulations on KPIs framework, applicable from July 2025

The Central Policy and Strategy Department is the first central agency to issue the KPIs framework - an advanced performance management model.

On the afternoon of July 10, in Hanoi , a conference was held to announce regulations on the framework of criteria for evaluating individual and unit performance at the Central Policy and Strategy Committee (KPI framework) chaired by comrade Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee.

As the first central agency to issue the KPIs framework - an advanced performance management model - the Central Policy and Strategy Department considers this an important milestone to improve work quality and efficiency.

The regulations include a framework of criteria for evaluating individual work performance applicable to the evaluation of cadres, civil servants, and public employees, and a framework of criteria for evaluating unit work performance applicable to the evaluation of departments and units under the Board.

On this basis, the departments and units of the Board will base on the functions, tasks, and job descriptions of cadres, civil servants, and public employees at the unit to promulgate and apply the set of criteria for evaluating individual work performance applicable to the evaluation of cadres, civil servants, and public employees at the unit; in which the weight of each group of criteria is clearly determined; specific criteria suitable for the job description of cadres, civil servants, and public employees; and the evaluation scale for each criterion.

The KPIs framework also takes into account performance evaluation criteria belonging to the unit's specific KPI group.

Speaking at the event, comrade Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Commission, emphasized the importance of the Party's major orientations on personnel work and building a modern, professional, effective and efficient civil service, which have been institutionalized in the Law on Cadres and Civil Servants (amended) recently passed by the National Assembly .

One of those breakthroughs is to innovate the work of evaluating civil servants through specific indicators of progress, quality, and work efficiency. This regulation will be applied from January 1, 2026. With the pioneering spirit of a strategic advisory agency, the Board's leadership has resolutely directed the research and development of the Board's KPIs framework and applied it from the beginning of this July.

Comrade Tran Luu Quang also shared that the Board will operate this system based on the core principles: "Discipline - Fairness - Transparency - Professionalism - Cohesion", in which individual work performance is closely linked to the unit's work performance, and the unit's work performance is closely linked to the responsibility of the unit's head.
