According to the report of the Department of Construction Investment and Management, in the first 6 months of 2025, the Ministry of Construction approved the Cam Lo-La Son Expressway Expansion Project; started 8 projects including: Cam Ly Railway Bridge, Kep-Ha Long Railway Line, upgrading and expanding a number of bridges and tunnels on National Highway 1 (Xuong Giang, Gianh, Quan Hau bridges and Deo Ngang tunnel); expanding the Cao Bo-Mai Son expressway section; the route connecting Noi Bai-Lao Cai expressway with Tuyen Quang-Phu Tho expressway; Cho Moi- Bac Kan route; National Highway 46 section Vinh City-Nam Dan town; La Son-Hoa Lien expressway expansion project; project to renovate weak bridges and connecting bridges on national highways, phase 2.
There are 4 projects expected to use the increased central budget revenue in 2024, including: Investment in completing Than Vu tunnel; investment in completing Cu Mong tunnel; completion of Nui Vung tunnel; upgrading the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway into a highway in Hung Yen province and up to Thai Ha intersection, the investment policy has not yet been approved.
In addition, the Lao Cai-Hanoi-Hai Phong railway project; the expansion of the Ho Chi Minh City-Trung Luong-My Thuan expressway are completing procedures for project approval. The Ninh Cuong bridge construction projects across the Ninh Co river on National Highway 37B; the My An-Cao Lanh expressway project phase 1; and the Cam Lo-La Son expressway expansion project are completing procedures to start construction this year.

The leader of the Department of Economics - Construction Investment Management said that according to the plan, in 2025, about 889km (17 projects/component projects) will be completed with the Ministry of Construction as the managing agency. Up to now, the main routes of 3 expressway component projects (Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Bung-Van Ninh) have been put into operation and 70/83.35km of the Van Phong-Nha Trang project has been completed on the occasion of April 30, 2025. It is expected that by August 19, some main routes of 6 component projects with a total length of about 208km will be completed, the Hoa Lien-Tuy Loan project will be opened to traffic and by December 2025, all remaining component projects will be completed.
Currently, there are 6 projects/component projects with basic progress meeting requirements; 7 projects with progress behind schedule include: Vung Ang-Bung and Van Ninh-Cam Lo, Quang Ngai-Hoai Nhon, Chi Thanh-Van Phong, Lo Te-Rach Soi and especially 2 projects Can Tho-Hau Giang and Hau Giang-Ca Mau.
Regarding investment in intelligent transportation systems (ITS), toll stations, and vehicle weight checks at the North-South expressway projects in the East, the project management boards are all behind schedule compared to the direction of the Minister of Construction.
Giving key tasks for the last 6 months of this year, the leader of the Department of Construction Investment and Management Economics said that they will continue to inspect, urge, and require investors/project management boards to closely coordinate with relevant units to complete procedures to promptly approve investment policies, investment projects, start and complete projects to ensure required progress; especially strictly control the construction progress of projects scheduled to be completed in September 2025.
The Department will monitor, inspect and urge the Railway Project Management Board in preparing for investment in the Lao Cai-Hanoi-Hai Phong railway project and the North-South high-speed railway project to ensure the construction progress according to the direction of the Government and the Prime Minister.
