According to this decree, investors can build themselves or hire consultants to build, appraise, and decide on the selling price and the rental price of social housing. After that, the investor sends the decision on the selling price and the rental price of social housing along with the price construction dossier to the Department of Construction for price disclosure.
The Department of Construction will check and determine that if the price is higher than the selling price or lease-purchase price signed by the investor, the investor is not allowed to collect the difference from the buyer or lease-purchaser of social housing; if it is lower, the investor must refund the difference to the buyer or lease-purchaser of social housing.
The investor is not allowed to collect more than 95% of the contract value before the home buyer is granted a land use rights certificate (also known as a red book), ownership of assets attached to the land and completes the refund of the difference (if any).
