This delay has somewhat affected people's daily travel, living and work needs, especially in the context of the increasingly widespread application of the requirement to check driver's license information via electronic data.
After a period of temporary suspension of the issuance, renewal and testing of driving licenses, this activity has now been re-implemented in many localities. However, in reality, people after coming directly to the points of issuance and renewal of driving licenses still encounter delays in receiving new driving licenses.
More worryingly, the lack of specific instructions for updating driver's licenses to the VNeID system makes many people confused and worried, especially when the old driver's license has expired, affecting traffic participation and related administrative procedures.
Mr. Do Huy Tuan, residing in Dien Hong ward, Ho Chi Minh City, said that his old driver's license was about to expire and because he was not familiar with changing it to online, he came directly to get instructions for peace of mind.
He also received an appointment to come and pick up his driver's license 5 days later. However, when he came to pick it up, he was informed that it was not available yet and the officer explained that there was no license blank yet so he had to continue waiting: "I also tried to find a way to update the information on VNeID for temporary use, but because I was not familiar with it, I could not do it.
About two months later, I came back to get the license but it was still not there. Then a police officer instructed me how to update it to VNeID, and then I was able to do it, and then I could see the information on the application. In general, if you are an ordinary person without instructions, it is very difficult to update information on VNeID by yourself."
Through the above incident, Mr. Tuan and many people hope that: Firstly, the appointment paper needs to include information on how to update to the VNeID system in case of not having a PET card driver's license; secondly, the appointment time to receive the results needs to be accurate to avoid the case of people arriving but not having it yet, having to return, wasting time and affecting work.
Unlike Mr. Tuan, Ms. Huynh Ngoc Tran passed the driving test in mid-May, but up to now, she has not been granted a driving license. The VNeID system does not automatically update information, so she had to ask the teacher to get the driving license number, then find a way to update it to the system: "After finishing the test and knowing that I passed, I thought I could drive. However, I did not have any documents to prove that I had passed. I really wanted to drive because I already had a car, but I did not have a driving license yet. Every day I checked VNeID to see if the information had been automatically updated. Every day I checked three times and continuously for half a month. I really wanted my driving license to be updated to VNeID for convenience in traveling and serving daily work."
Even people who are familiar with the VNeID application like Mr. Nam had to wait. Thinking that the procedure would be quick, he changed his driving license through the Public Service Portal about 10 days before the old license expired.
However, it took three months for his new driver's license to be updated. The lack of a physical license, while the information on VNeID is incomplete, has made many people feel worried and insecure.
Mr. Vu Tu Nam - Nha Be Commune, Ho Chi Minh City shared: "Currently, the driver's license information on the system is still showing as expired, while the paper documents are pending approval. Therefore, every time I travel on the road, I always feel nervous and worried, not knowing whether the pending approval of the documents will have any impact or not.
I hope the authorities will have clear announcements and instructions on the progress of the process, step by step, as well as specific times so that people know when they will receive the necessary authentications. For example, when changing a driver's license, how long does it take to be updated to the VNeID system, and how long does it take to receive a physical license. Currently, I still have not received a physical license."
Currently, people are eager to receive their driving licenses soon after completing the driving test or completing the procedures to change their driving licenses. In addition, many people also expect that driving license information will be quickly updated to the VNeID system for convenience in participating in traffic and performing administrative procedures.
In particular, people wish to receive specific and clear instructions from the authorities to avoid confusion during the implementation process, ensure legitimate rights and reduce unnecessary troubles.
