The eye of the storm made landfall in the Hai Phong - Ninh Binh area, increasing the risk of flooding and flash floods.

At 11:00 a.m. on July 22, storm No. 3 (Wipha) was making landfall in the South Hai Phong - Ninh Binh area, carrying strong winds of level 9, gusting to level 10-11, and gradually weakening as it moved further inland.

In the next 2 hours, the storm is forecast to move west-southwest at a speed of 10-15km/h. The storm will make landfall in the mainland area of South Hai Phong - Ninh Binh, with an intensity of level 9, gusting to level 10-11 at the time of landfall. When moving further inland, the storm's intensity will decrease to about level 6-7, gusting to level 8.

Heavy rain covers a wide area, many places exceed 200mm

The circulation of storm No. 3 has caused heavy rain over a wide area, covering the Northeast region, Thanh Hoa to Ha Tinh . In particular, coastal provinces such as Hung Yen, Ninh Binh, Thanh Hoa recorded very heavy rain.

From 7:00 p.m. on July 21 to 7:00 a.m. on July 22, many measuring stations recorded rainfall of over 200mm, typically: Dong Giao station (Ninh Binh) 214mm; Hai Duong station (Ninh Binh) 213.8mm; Nga Thien station (Thanh Hoa) 234.6mm.

Forecast of prolonged heavy rain and risk of natural disasters

From the morning of July 22 to the end of July 23, the Northern Delta provinces, Thanh Hoa and Nghe An will continue to have heavy to very heavy rain and thunderstorms, with common rainfall from 100-200mm, in some places over 300mm.

Other areas in the North and Ha Tinh will also experience moderate rain, heavy rain, locally very heavy rain and thunderstorms, with rainfall ranging from 50-100mm, in some places over 150mm.

In particular, the risk of heavy rain, over 150mm in 3 hours, is very high. Heavy rain in a short period of time poses the risk of flash floods, landslides and widespread flooding.

From the night of July 23 to July 25, the North and provinces from Thanh Hoa to Ha Tinh are likely to continue to have moderate rain, heavy rain and thunderstorms, locally very heavy rain.

In addition, during the day and night of July 22, the Central Highlands and the South will also have scattered showers and thunderstorms, locally heavy rain with rainfall of 10-30mm, some places over 70mm, concentrated in the afternoon and evening. People need to be on guard against extreme weather phenomena such as tornadoes, lightning, hail and strong gusts of wind during thunderstorms.

Risk of river flooding and urban flooding

Along with heavy rain, the risk of flooding will also appear on rivers in the North, Thanh Hoa, and Nghe An from now until July 25, with flood levels rising on rivers from 3-5m.

During this flood, the flood peak on small rivers, the upper reaches of Thao River, Lo River, Thai Binh River, Hoang Long River, the upper reaches of Ma River, Ca River is expected to reach alert level (AL) 1-AL2. The flood peak on the lower reaches of Red River, Ma River, Ca River will be below AL1.

There is a high risk of flooding in low-lying areas along rivers and urban areas in the Northern Delta, Thanh Hoa, Nghe An. At the same time, flash floods and landslides may occur especially on steep slopes in mountainous areas of the North, Thanh Hoa, Nghe An.
