On behalf of the Central Executive Committee, General Secretary To Lam signed and issued Resolution 69 of the 12th Conference of the 13th Party Central Executive Committee.

The Central Committee agreed on the number of official members of the 14th Party Central Committee.

According to the resolution, the Central Executive Committee resolved to basically unify the content of the documents including the direction of personnel work for the 14th Party Congress, including the orientation of allocating the structure and number of official Central Committee members for the 14th term.

Standards, structure, number and principles of allocating delegates to the 14th National Congress of the Party.

The Politburo is assigned to base on the Central Committee's discussion opinions, the Politburo 's acceptance and explanation reports to direct the completion and issuance of the above documents and organize their implementation.

The Central Committee gave opinions on additional personnel planning for the Politburo and Secretariat of the 14th tenure for the 2026-2031 term.

Agree on the policy of merging 3 reports including political report, socio-economic report, summary report on Party building work and implementation of the Party Charter (content of Party building work).

Approving the basic content of the draft documents to be submitted to the 14th National Congress of the Party, including the draft political report to be submitted to the 14th National Congress of the Party.

Draft report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years. Draft report summarizing the implementation of the Party Charter.

The Politburo is assigned to base on the Central Committee's discussion opinions, the Politburo's acceptance and explanation report to direct the Document Subcommittee, the Socio-Economic Subcommittee and the Party Charter Subcommittee to absorb and complete the draft documents above to send for comments to the Party Congresses at all levels for the 2025-2030 term according to regulations.

The Central Executive Committee basically agreed on a number of proposed contents of the Government Party Committee on a number of new issues arising from the practical implementation of the Central Committee's resolutions and conclusions.

Including Resolution 18/2022 of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country.

Resolution 27/2022 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.

Resolution 29/2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

Resolution 19/2017 of the 12th Party Central Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.

Conclusion of the 6th Conference of the 13th Party Central Committee on "Orientation of national master planning for the period 2021 - 2030, vision to 2050".

The Politburo is assigned to base on the Central Committee's discussion opinions and the Politburo's acceptance and explanation report to direct the completion and unification of the implementation.

In case of necessity to proactively and promptly resolve arising problems, assign the Politburo to decide on a number of new contents under the Central Committee's decision-making authority or different from the contents of the Central Committee's resolutions and conclusions in the spirit of ensuring stability, national development and serving the people, and report to the Party Central Committee at the nearest conference.

The Central Committee resolved many important contents.

The resolution clearly stated that the Central Committee would take disciplinary action by removing Mr. Nguyen Xuan Phuc, Mr. Vo Van Thuong, Mr. Vuong Dinh Hue, and Mr. Le Minh Khai from all positions in the Party. Ms. Nguyen Thi Kim Tien was expelled from the Party.

Agreed to let Mr. Do Duc Duy cease to hold the position of member of the 13th Party Central Committee, and Mr. Vo Chi Cong cease to hold the position of alternate member of the 13th Party Central Committee.

Give opinions on personnel so that the Politburo can decide to introduce to the 15th National Assembly for approval to hold the position of Minister of Agriculture and Environment for the 2021-2026 term.

The resolution stated that the Party Central Committee reviewed and commented on reports on the implementation results of Resolution 18 from November 2024 to July 2025; on preparations for the 14th National Congress of the Party; and the country's situation in the first 6 months of 2025.

On important tasks that the Politburo has resolved from the 11th Central Conference to the 12th Central Conference and some key tasks until the 13th Central Conference of the 13th tenure.

On new developments in the world and regional situation since the 11th Central Conference and our viewpoints and policies.

The Party Central Committee calls on the entire Party, people and army to join hands, unite and strive to overcome difficulties and challenges, ensuring smooth, effective and efficient operations of local governments at two levels.

Successfully complete the socio-economic development task in 2025, and successfully organize party congresses at all levels towards the 14th National Party Congress.
