Slow site clearance
According to the Provincial Economic Zone and Industrial Park Management Board, the project "Coastal road from Van Luong commune, Van Ninh district to Ninh Hoa town" includes 3 component projects: Component project 1 "Construction of coastal road from Van Ninh district to Ninh Hoa town" invested by the Provincial Economic Zone and Industrial Park Management Board; Component project 2 "Compensation, support, resettlement, site clearance for the section through Van Ninh district" invested by the People's Committee of Van Ninh district (old); Component project 3 "Compensation, support, resettlement, site clearance for the section through Ninh Hoa town" invested by the People's Committee of Ninh Hoa town (old).

For Component Project 2 (Van Ninh Commune and Van Hung Commune), after 7 months of construction, the locality has only handed over the first 1.2km of the route (land managed by the State) and some water surface locations at the beginning of the route to the construction unit. The total area handed over is 10/51ha of the land area to be recovered, reaching 19.6%. Currently, the competent authority has approved the land price for compensation calculation, posting it for a sufficient period of time for 50% of the cases eligible for compensation. For Component Project 3 ( Bac Ninh Hoa Commune and Dong Ninh Hoa Ward), in April 2025, the locality handed over some traffic land locations and drainage ditches managed by the locality with an area of about 7.1ha. However, these locations are scattered along the route and there is no access road, so construction cannot be organized yet. By the end of May 2025, the locality had handed over an additional 4.6 hectares of land, equivalent to 1.5km of the route. The total area of land that had been handed over was 11.7/27 hectares of land to be recovered, reaching 43.5%.
The project "Coastal route from Van Luong commune, Van Ninh district to Ninh Hoa town" belongs to group A, has a length of 20.5km, a total investment of more than 2,000 billion VND, of which the central budget capital is 600 billion VND. The starting point of the route connects to Tran Hung Dao street (north of Hien Luong 2 bridge, Van Ninh commune), the end point intersects with National Highway 26B (Dong Ninh Hoa commune). This is a grade II road, with a design speed of 50km/h. When put into use, the project is expected to create a driving force for economic - political - social development for coastal communes; develop residential areas with poor and difficult infrastructure; attract investors to urban areas and functional areas along both sides of the route; contribute to promoting the development of other economic sectors, thereby improving the lives of people in the area.
Mr. Hoang Van Khanh - Director of the Management Board of Infrastructure Projects of Economic Zones and Industrial Parks (the Management Board of Economic Zones and Industrial Parks of the province) said that the current progress of site clearance for the project "Coastal route from Van Luong commune, Van Ninh district to Ninh Hoa town" is still slow. Up to now, the site has been handed over for construction of only 2.7/20.5km, the water surface area has only been handed over nearly 8km. After removing the district level, Component Project 2 and Component Project 3 were assigned to the Provincial Land Fund Development Center as the investor. Currently, the center and the People's Committees of the newly put into operation communes are completing the operating regulations and assigning tasks, so the site clearance progress is at a standstill. The Management Board of Economic Zones and Industrial Parks of the province will work with the Provincial Land Fund Development Center and the People's Committees of the communes where the project passes through to listen to difficulties and obstacles, and propose solutions to remove them so that construction sites can be available soon.
Construction "3 shifts 4 crews"
Despite the difficulties due to the lack of land transfer, the Provincial Economic Zone and Industrial Park Management Board has continuously directed contractors to overcome difficulties in construction at locations where land has been available, focusing on difficult parts such as bridge construction and seaward embankment construction. Up to now, in Van Ninh commune, the contractor is speeding up the construction of Hien Luong 2 bridge, digging and filling the roadbed, constructing precast concrete structures, and reinforcing the seaward embankment. In Van Hung commune, the contractor has opened 3 construction sites, of which 2 sites are constructing the service road connecting from National Highway 1 to the project area to construct the seaward embankment reinforcement items; 1 site is constructing bridge No. 2. In Dong Ninh Hoa ward, the contractor is digging and filling the roadbed and drainage system. For sections where the site has not been handed over, the management board directs contractors to construct precast concrete components to prepare for implementation when the site is handed over.

In addition to difficulties in terms of land, this project also faces problems with construction materials. According to the design documents, the project needs more than 1.8 million m3 of suitable soil for roadbed construction. However, through surveys, the selected soil reserve that can be provided for the project is only about 0.6 million m3 . To solve the immediate situation, the Provincial Economic Zone and Industrial Zone Management Board is coordinating the source of conventional filling soil from other projects to this project. During the week, the management board will meet with contractors to listen to specific reports, synthesize opinions to propose to the Provincial People's Committee and the Department of Agriculture and Environment to soon have solutions to expand the scope of some soil mines and open new mineral mines to serve the project.

Mr. Tran Minh Chien - Head of the Provincial Economic Zone and Industrial Zone Management Board said that in 2025, the project "Coastal route from Van Luong commune, Van Ninh district to Ninh Hoa town" was allocated 400 billion VND, but so far only 64,778 billion VND (16%). Therefore, the management board has requested the Provincial People's Committee to direct the Provincial Land Fund Development Center to urgently coordinate with the People's Committee of Van Hung commune to carry out procedures to pay compensation and hand over part of the land no later than August 10. At the same time, coordinate with the People's Committees of Bac Ninh Hoa commune and Dong Ninh Hoa ward to approve land prices and related procedures to hand over part of the land area in August 2025; coordinate with related localities to complete all site clearance work before September 30. “Currently, there are 2 locations that are not blocked by land, which are Hien Luong 2 Bridge and Bridge No. 2. At these locations, contractors are mobilizing maximum machinery and human resources, working in "3 shifts", focusing on construction at night when the sea level recedes, striving to complete Hien Luong 2 Bridge by the end of this year. For other locations, the contractor is also making efforts to build seaward embankments and precast concrete so that when land is available, the roadbed can be constructed simultaneously, meeting the disbursement schedule in 2025,” said Mr. Chien.
