During the past term, the Lao Cai Provincial Military Party Committee and the Provincial Border Guard Party Committee have led and directed the thorough dissemination and concretization of the serious implementation of resolutions, directives and conclusions of superiors and the Congress Resolution for the 2020-2025 term, completing 100% of the targets set by the Congress Resolution.
The Provincial Military Party Committee has been built strong in politics, ideology, ethics, organization and personnel; leadership capacity and fighting strength have been enhanced; democracy has been expanded; internal solidarity and unity have been maintained; discipline and order have been maintained.
Cadres and soldiers have strong political will, have absolute trust in the leadership of the Party and the management and administration of the State, and always accept and complete well all assigned tasks.
Speaking at the opening of the Congress, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Lao Cai Provincial People's Council, said that during the past term, the Lao Cai Provincial Military Party Committee implemented the Congress Resolution in a context of many advantages as well as difficulties and challenges.
However, under the close leadership and direction of the Party Committee, the Military Region 2 Command, the Border Guard Party Committee, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; the Party Committee, soldiers, and armed forces of the province have promoted the tradition of solidarity, will and action, overcome all difficulties and challenges, and successfully achieved all the goals set out in the Resolution.
With the motto "Innovation - Democracy - Solidarity - Discipline - Determination to win", the first Congress of the Provincial Military Party Committee, term 2025-2030 determined:
Building a strong, compact, and disciplined armed force, contributing to building a revolutionary, disciplined, elite, and modern army.
Politically strong, clean and exemplary Military Party Committee; 100% of agencies and units are absolutely politically safe; there are no cadres, party members, or masses who have degraded in political ideology, "self-evolution", or "self-transformation".
Annually complete 100% of military recruitment targets; ensure that the number of soldiers for agencies and units reaches 95% or more. Complete 100% of training content and programs for subjects, the number of trained soldiers reaches 98.5% or more, the results of training and political education tests 100% meet requirements.
By 2030, strive to complete the goal of building a synchronous, modern, mobile, and safe military information technology infrastructure; managing and commanding from the Provincial Military Command to affiliated units in the digital environment, building "digital units" and "digital soldiers".
Speaking at the Congress, Major General Nguyen Dang Khai, Deputy Commander and Chief of Staff of Military Region 2, highly appreciated the sense of responsibility of the Provincial Military Party Committee in the process of preparing and conducting the Congress, along with the successful completion of goals, targets and tasks in the past term.
Major General Nguyen Dang Khai requested the Lao Cai Provincial Military Party Committee to thoroughly grasp the task of protecting the Fatherland in the new situation, especially the Resolution of the 8th Central Committee (13th tenure) on "Strategy for protecting the Fatherland in the new situation" in conjunction with the two-level local government; well perform the advisory function for the local Party Committee and government on the state management function in the field of local defense.
Focus on leading and directing research, adjusting and supplementing the system of documents and combat plans associated with the socio-economic development planning after adjusting local administrative boundaries; planning the construction of potentials, forces and positions of defense zones at the provincial and communal levels associated with the Defense Zone Command.
Promote the application of science and technology, bring the activities of agencies and units to the digital environment to ensure connectivity and synchronization; effectively implement the movement "Digital popular education", popularize scientific, technological and digital knowledge in the provincial armed forces; focus on participating in key national projects to stabilize the lives of ethnic minorities in the area and develop the local socio-economy.
After the Congress, focus on leading, directing, thoroughly grasping and implementing the Congress Resolution; building an action program and developing working regulations.
