Opening the online meeting to 34 provinces, cities, 3,321 communes, wards and special economic zones nationwide, Prime Minister Pham Minh Chinh sent his condolences to the families of victims of natural disasters, especially the families of the victims who died or went missing in the Green Bay boat capsize in Ha Long, Quang Ninh and in storm No. 3 in recent days.

The Prime Minister also expressed his condolences for the huge loss and damage to property of the people in mountainous communes in Nghe An who are suffering from unprecedented floods caused by the storm.
Accordingly, the Prime Minister said he had sent Deputy Prime Minister Mai Van Chinh to Nghe An to urgently inspect and direct the work of overcoming the consequences of floods in vulnerable areas.
The Prime Minister emphasized that agencies and localities need to strengthen information work and promptly report to the Steering Committee so that the Steering Committee's leaders and the Government can have more in-depth, timely and accurate guidance and direction.
In reality, information from the provinces is still a bit slow, so it is necessary to accurately assess the situation, have solutions, and overcome limitations and shortcomings.
Especially in the current situation of rapid and unexpected natural disasters, the Prime Minister said it is necessary to closely monitor the situation to direct and respond quickly.
For example, the situation of rain and floods that are causing isolation in Nghe An, he said he had just discussed with the Secretary of Nghe An Provincial Party Committee, asking not to be subjective when the area is isolated, and to find every way to approach and support the people.
"We cannot let the people be divided and the leaders cannot speak up. Only when we are divided do we need leaders and main forces to grasp the situation by all means, to reach the divided areas by all means, and to supply food, provisions, and drinking water to the people by all means" - the Prime Minister emphasized.

Proactively monitor the situation to respond
Accordingly, today's meeting is to implement the Civil Defense Law 2024 in the context of organizing the implementation of a two-level government, aiming to unify work.
According to the new regulations, the National Civil Defense Steering Committee has the following functions: preventing and overcoming the consequences of war; preventing and overcoming the consequences of incidents, natural disasters , catastrophes and search and rescue.
Especially in the context of climate change causing weather and natural disasters to become increasingly unusual, extreme, and unpredictable, last year saw the third storm (Yagi), the largest in many years; unusual storms occurred in Quang Ninh and Hanoi a few days ago, causing a ship to capsize.
Regarding storm No. 3 (Wipha) this year, although all levels, sectors and localities have been very proactive in implementing natural disaster prevention and control, forecasting, warning and propaganda so that people can proactively prevent and respond to the storm, minimizing damage. However, the storm has made landfall in Nghe An with heavy rain.
With the operation under the new model and functions, the Prime Minister requested to thoroughly follow the law and deploy related work.
At the same time, it is necessary to evaluate the situation of natural disaster prevention in the past 6 months, the results achieved, response to storms and floods, limit shortcomings, difficulties and obstacles, draw lessons; assign tasks in the spirit of 6 clear points to review and closely evaluate the situation.
In the work of natural disaster prevention and search and rescue when implementing the two-level local government model, it is necessary to clarify difficulties and obstacles, and place the main role of the commune level with the motto of 4 on-site measures to effectively deploy solutions.
“Like the situation happening in Con Cuong, I discussed whether Nghe An had any problems and what support was needed for the people. Or before that, Deputy Prime Minister Tran Hong Ha went to Quang Ninh, we discussed all night, trying to salvage the ship before 3am, because the next day the waves were big and the wind was strong, it would be very difficult. If we don't try, be determined, and put in a little more effort, it will be difficult” - the Prime Minister shared.
