The Immortal Epic
Speaking at the conference, General Secretary To Lam affirmed that the history of the Vietnamese people is an immortal epic of the indomitable will, spirit, passionate patriotism and noble sacrifice of many generations.
Expressing his deep feelings and gratitude to those who have sacrificed their blood and bones for the independence and freedom of the Fatherland and for the happiness of the people, the General Secretary emphasized: "We are grateful to nearly 1.2 million martyrs - the outstanding children who bravely volunteered to go to battle, fought heroically and sacrificed themselves."
Among those brave people, according to the General Secretary, many were only eighteen or twenty years old, who put aside their dreams, ambitions, books, lecture halls, families, and relatives in the rear to set out to carry out their sacred mission, for the cause of building and protecting the Fatherland, for the peace and happiness of the people.

"The blood and sacrifice of heroic martyrs have colored the glorious revolutionary flag, making our country blossom with independence and bear the fruit of freedom," the General Secretary was moved.
In the presence of delegates who are contributors and historical witnesses, representing over 9.2 million people with meritorious services to the revolution and relatives of contributors nationwide, the General Secretary affirmed that this is a living testament to the spirit of patriotism, sacrifice and indomitable will of the Vietnamese people.
"You, mothers, brothers and sisters, are not only beautiful examples in the past but also shining examples in the present, having overcome disabilities, overcome all difficulties and losses, integrated into life, continued to contribute your strength and intelligence in labor, production, work, combat, study, contributing to protecting and building the homeland and country to become increasingly rich and beautiful," the General Secretary noted.

Reiterating the consistent view of the Party and State that people with revolutionary contributions are valuable assets of the nation, the General Secretary emphasized that they are sacred symbols of patriotism and Vietnamese morality.

The General Secretary stated that the work of "repaying gratitude" and "remembering the source of water" is not only a major policy, but also a command from the heart, a political responsibility, and the morality of the entire political system and society.
To date, more than 9.2 million meritorious people have enjoyed preferential policies and regimes. The material and spiritual lives of meritorious people and their relatives have been improved. In addition to the subsidy regime, meritorious people also receive health care, priority in land allocation for production, support for housing and land improvement, vocational training programs, job creation; implementation of policies on education and training...
In addition, more than 7,000 backlog cases have been basically resolved, including more than 2,400 martyrs and more than 2,700 war invalids and people enjoying policies like war invalids recognized by the State.
"In the first 6 months of the year alone, the Ministry of Home Affairs submitted to the Prime Minister for approval and awarded 325 more Certificates of Merit.
Notably, during these historic days of July, we have completed 100% of the construction and repair of houses for people with revolutionary contributions. Just yesterday, we received news that 5 martyrs have returned to their families thanks to their identities being identified using modern technology," the General Secretary informed.
6 key tasks for the work of meritorious people
In the coming time, to promote the results and achievements that have been achieved, and at the same time continue to strengthen the care of wounded soldiers, sick soldiers, families of martyrs, and people with revolutionary contributions, the General Secretary requested that all levels, sectors, and localities focus on 6 key tasks.
Firstly, strongly promote the tradition of "When drinking water, remember its source" and "When eating fruit, remember the person who planted the tree". Identifying that caring for and implementing preferential policies for people with revolutionary contributions is a regular and long-term duty and task of the entire political system and society.
Second, continue to review, improve and effectively implement preferential policies for people with revolutionary contributions. Timely implement administrative procedures in considering recognition of people with revolutionary contributions and paying preferential allowances to ensure smoothness, efficiency and no interruption when rearranging administrative units and implementing the 2-level local government model.
Third, continue to promote the search and collection of martyrs' remains.
Fourth, combine the arrangement of increasing the state budget with promoting the mobilization and diversification of social resources for the work of people with revolutionary contributions.
Fifth, improve the quality of movements and policies for the military and police rear areas, and programs of solidarity.
Sixth, promote the role of the Vietnam Fatherland Front, socio-political organizations, socio-professional organizations and people in caring for people with revolutionary contributions.
Regularly pay attention to and grasp the thoughts and aspirations of people with revolutionary contributions, make recommendations to Party committees and state agencies at all levels to promptly resolve related issues, and ensure the rights of people with revolutionary contributions.
