Commemorating the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025): General Secretary To Lam: Caring for and implementing preferential policies for people with meritorious services is a regular, long-term duty and task.

On the morning of July 24, in Hanoi, to commemorate the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the Ministry of Home Affairs coordinated with the Ministry of National Defense, the Ministry of Public Security, Nhan Dan Newspaper, Vietnam Television and the Hanoi People's Committee to organize a conference to meet with people with meritorious services and typical historical witnesses.

Also attending were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, Standing member of the Secretariat Tran Cam Tu; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and other Politburo members, Secretariat members, Party Central Committee members, leaders of central departments, ministries, branches, mass organizations and the Central Committee of the Vietnam Fatherland Front.

The conference welcomed 250 typical delegates who are Vietnamese Heroic Mothers, Veteran Revolutionary cadres, Pre-Uprising cadres, Heroes of the People's Armed Forces, Labor Heroes during the resistance war, historical witnesses representing generations of people with revolutionary contributions through the periods with many contributions to the revolutionary cause, building and defending the Fatherland.

Paying tribute to those who contributed to the revolution, creating a widespread ripple effect

At the meeting and report on the work of caring for people with revolutionary contributions nationwide, Central Party Committee member and Minister of Home Affairs Pham Thi Thanh Tra emphasized that the history of the Vietnamese people is an immortal epic of indomitable will, ardent patriotism and the noble sacrifice of many generations. For the country to have peace, independence, freedom and happiness as it is today, there are great contributions from over 9.2 million people who have contributed to the revolution, including more than 1.2 million martyrs, nearly 140 thousand Vietnamese Heroic Mothers, more than 600 thousand wounded and sick soldiers, along with millions of people who are relatives of martyrs, revolutionary activists, resistance fighters, imprisoned by the enemy, or exposed to toxic chemicals... They are people who have contributed to the revolution, typical witnesses, living symbols of revolutionary heroism, patriotism and noble sacrifice for the Independence and Freedom of the Nation, for the life, prosperity and happiness of the people.

Minister Pham Thi Thanh Tra said that over the past 78 years, the Party, State and people have always paid attention to, cared for and done well the work of repaying gratitude to people with revolutionary contributions and their relatives. From 2024 to now, more than 7,000 pending cases have been basically resolved, including more than 2,400 martyrs and more than 2,700 war invalids and people enjoying policies like war invalids recognized by the Prime Minister. The preferential subsidy standard in 2025 increased by more than 70% compared to 2021, contributing to significantly improving the lives of people with meritorious services. Over the past nearly 2 years, the whole country has supported the construction and repair of houses for people with meritorious services, with the basic result of completing over 41,800 houses, from the state budget of 1,970 billion VND and sources mobilized and supported by organizations and individuals.

Since the beginning of 2025, during Tet and major national holidays, taking care of people with revolutionary contributions has been a task that the Party, the State and the whole society have paid attention to and respected, bringing warm feelings to people with revolutionary contributions and their relatives with a support amount of over 1,400 billion VND for 3.26 million people; Savings books have been supported for people with revolutionary contributions since 2019: 57,037 books with a total savings amount of 124,079 million VND.

Responding to the expectations of families with revolutionary contributions, the search and collection of martyrs' remains has been carried out with the highest determination. The project to identify martyrs' remains with missing information has been carried out with the meaning of a responsibility and sacred moral duty. There are 3,000 cemeteries and 4,000 works honoring martyrs nationwide that have been invested in, built and renovated to become red addresses for educating revolutionary traditions. The system of facilities serving nursing, caring for wounded soldiers, sick soldiers and people with meritorious services has been invested in a synchronous and modern direction, gradually better meeting the needs of both material and spiritual conditions for policy beneficiaries. Up to now, over 98.6% of households of people with meritorious services have a standard of living equal to or higher than the average standard of living in the residential area where they live.

Speaking at the meeting, General Secretary To Lam emphasized that over the past century, under the correct and wise leadership of the Communist Party of Vietnam, our entire nation has united as one, overcome countless hardships and sacrifices, and fought heroically against foreign invaders, gaining independence, freedom, and national unification, and maintaining sovereignty and territorial integrity.

The General Secretary pointed out that to achieve those great victories, millions of cadres, soldiers and compatriots fell under the rain of bombs and bullets, dedicating their youth and their whole lives to the revolutionary cause, to the independence and freedom of the Fatherland, to the happiness of the people. Their blood has colored the national flag, fostered the strength of the nation's spirit and the strong desire to rise up.

The General Secretary said that to express his deep feelings and gratitude to those who have sacrificed their blood and bones for the independence and freedom of the Fatherland and for the happiness of the people, 78 years ago, following the initiative of President Ho Chi Minh, July 27 was chosen as "National War Invalids Day". After the country was reunified, July 27 officially became the "War Invalids and Martyrs Day" of the whole country. Since then, July 27 has become a sacred commemorative day, imbued with the noble humanity of the Vietnamese people, an occasion for the entire Party, people and army to express their remembrance, honor and gratitude for the great contributions of heroes, martyrs, war invalids, sick soldiers, families of martyrs and people with meritorious services to the revolution.

The General Secretary was moved, we pay tribute to nearly 1.2 million martyrs - the outstanding sons who bravely volunteered to go to war, fought heroically and sacrificed themselves. Many were only eighteen or twenty years old, putting aside their dreams, ambitions, books, lecture halls, families, and loved ones in the rear to set out to carry out the sacred mission, for the cause of building and defending the Fatherland, for the peace and happiness of the people. The blood and sacrifice of the heroic martyrs have made our country blossom with independence and bear the fruit of freedom.

Continue to improve and effectively implement preferential policies for people with revolutionary contributions.

The General Secretary affirmed that "When drinking water, remember its source" and "When eating fruit, remember the person who planted the tree" are the moral principles and precious traditions of the Vietnamese people. Over the past 78 years, our Party and State have always paid attention to leading and directing the work of gratitude and repayment to war invalids, martyrs and people with revolutionary contributions. The consistent viewpoint of the Party and State is: "People with revolutionary contributions are the nation's precious assets", a sacred symbol of patriotism and Vietnamese morality. The work of "Repaying gratitude" and "When drinking water, remember its source" is not only a major policy, but also a command from the heart, a political responsibility and morality of the entire political system and society.

Many Party policies and State laws on incentives for people with meritorious services have been issued, the beneficiaries of preferential policies have been expanded, and preferential regimes have been gradually supplemented and improved.

Promoting the results and achievements that have been achieved, continuing to strengthen the work of caring for war invalids, sick soldiers, families of martyrs, and people with meritorious services to the revolution, in the coming time, the General Secretary requested all levels, sectors, and localities to strongly promote the tradition of "When drinking water, remember the source", "When eating fruit, remember the person who planted the tree". Thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, Directive No. 14/CT-TW of the Secretariat on continuing to strengthen the Party's leadership over the work of people with meritorious services to the revolution; Resolution No. 42-NQ/TW dated November 24, 2023 of the Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period; Ordinance on preferential treatment for people with meritorious services to the revolution and guiding documents. Identifying the care and implementation of preferential policies for people with revolutionary contributions as a regular and long-term duty and task of the entire political system and society.

The General Secretary requested to continue reviewing, perfecting and implementing well the preferential policies for people with revolutionary contributions; proactively grasp the situation, and "reasonably" resolve the proposals, thoughts, aspirations and legitimate rights of people with revolutionary contributions and their relatives; promptly carry out administrative procedures in considering recognition of people with revolutionary contributions and paying preferential allowances to ensure smoothness, efficiency and no interruption when arranging administrative units and implementing the 2-level local government model; continue to promote the search and collection of martyrs' remains; expand and promote international cooperation, exchange and provide information on martyrs and martyrs' graves; focus on investing in equipment, facilities, technical means, and applying information technology in the search and collection of martyrs' remains and DNA gene identification to identify the remains of martyrs with missing information.

The General Secretary proposed combining the allocation of increased state budget with the promotion of mobilization and diversification of social resources for the work of people with revolutionary contributions; attaching the responsibility of local Party committees and authorities in mobilizing, managing and using resources to implement preferential policies for people with revolutionary contributions. Focusing on the work of renovating and embellishing martyrs' graves, martyrs' cemeteries, and works honoring martyrs; supporting the improvement of housing, construction, renovation and upgrading of nursing and care facilities for people with revolutionary contributions; paying attention to healthcare, education, vocational training, job creation, housing... first of all for people and families who still have many difficulties in life.

The General Secretary pointed out that it is necessary to improve the quality of movements and policies for the military and police rear areas, create all favorable conditions for war invalids, sick soldiers, families of martyrs and people with meritorious services to the revolution to continue to promote the will of self-reliance, develop production, improve their lives and participate in social activities; promote the role of the Vietnam Fatherland Front, socio-political organizations, professional social organizations and the people in caring for people with meritorious services to the revolution. Well supervise the process of building and implementing policies for people with meritorious services to the revolution; regularly pay attention to and grasp the thoughts and aspirations of people with meritorious services to the revolution, make recommendations to Party committees and state agencies at all levels to promptly resolve related issues, and ensure the rights of people with meritorious services to the revolution.

The General Secretary affirmed that, imbued with the teachings of beloved Uncle Ho, with great responsibility and deep affection, our Party, State and people pledge to continue to take good care to soothe the pain, absorb the tears, and lessen the nostalgia; to make the material and spiritual life of those who have contributed to the revolution better. The strong development of the country is the most practical and meaningful gratitude, because those who have fallen and many generations of those who have contributed to the revolution always carry within them a burning desire for independence, freedom, prosperity and happiness for the nation.

On this occasion, General Secretary To Lam and other Party and State leaders presented gifts to delegates attending the 2025 Conference to meet with meritorious people and outstanding historical witnesses.
