According to the report of the Ministry of Education and Training , after the arrangement of administrative boundaries, the whole country has 22 provinces and cities with land borders, with a total of 248 land border communes.
According to local statistics, in these 248 communes, there are 956 general schools with a scale of 625,255 students. The total number of students in need of boarding and semi-boarding according to preliminary statistics is 332,019 students, but there are only nearly 59,000 students studying at 22 ethnic boarding schools and 160 ethnic boarding schools. Currently, boarding and semi-boarding students study, live and eat at school and enjoy State policies (an average of about 23 million VND/boarding student, 16 million VND/semi-boarding student per year).
Thus, there are still about 273,000 students (43.7% of total students) who need to study at boarding or semi-boarding schools but have not been able to, and are currently studying at general schools.

The Ministry of Education and Training proposed to invest in building new and renovating boarding schools in 248 communes with a system of facilities that fully and synchronously meet the needs of boarding and semi-boarding students and teachers for studying and living.
Implementation period is from 2025-2027. The main source of investment capital for construction is the central budget, the rest is the local budget and other legal resources. At the same time, complete related regulations to ensure that students in land border communes enjoy boarding and semi-boarding policies suitable to the practical difficulties in terrain and geographical distance; have appropriate teacher arrangement plans; ensure the budget to maintain the operation of schools and the regime for teachers suitable to the new conditions.

Speaking at the conclusion of the meeting, Prime Minister Pham Minh Chinh requested to launch a rapid campaign to build 100 schools for border communes from now until August 30, 2026, meaning the deadline is only 13 months, so it must be faster and bolder, so the response must also be rapid and bold, not stagnant.
The Prime Minister assigned the Ministry of Education and Training, based on the Conclusion of the Politburo in Notice No. 81 and current regulations, to complete the drafting of the Government's Resolution on this issue by August 10, 2025, which sets the goal of building 100 schools, to be completed by August 30, 2026.

The Prime Minister noted that localities must plan and find locations, at least 5-10 hectares/school, calculate the area for growing vegetables and raising livestock to serve the students, partly self-sufficient; ensure convenience in electricity, water and telecommunications infrastructure; call on people to donate land for school construction.
The Ministry of Construction designs school models that are principled, relatively open, and not too rigid; pay attention to regional factors, climate, terrain, and culture; mobilize architects from all three regions; make the most of natural conditions (sun, wind, anti-landslide, anti-climate change), with many models for localities to choose from; the area depends on the location with the spirit of making reasonable use of the terrain. The Prime Minister noted that some border communes can have inter-level schools; "villages in the city, the city in the village", avoiding the concretization of schools.

Emphasizing that the State's resources are the main ones, the Prime Minister said that it is also necessary to mobilize the maximum participation of the military, police, youth, and organizations in this work. The Resolution must establish a mechanism for bidding, designating contractors, awarding contracts, and assigning work.
The Prime Minister noted that the school design must include all necessary functions such as accommodation for teachers and students, a gym, etc.; it is necessary to mobilize and launch a movement for people to donate land for the school, and mobilize the support of society and businesses.
The Prime Minister directed the Ministry of Finance to have a plan to allocate funding sources, and in the immediate future, to have a plan to allocate capital for investment in the construction of 100 schools; when the Government Resolution is issued, capital must be promptly allocated. The Prime Minister emphasized that determination must be high, efforts must be great, actions must be drastic, each task must be completed, and "clearly assigning people, clear tasks, clear responsibilities, clear progress, clear results, clear authority".

The Prime Minister requested to mobilize the strength of the entire political system, ministries and branches must join hands, join efforts, and unite hearts; People's Committees of provinces must actively participate to ensure infrastructure for construction.
The Prime Minister noted that after completing the draft Resolution of the Government, it is necessary to seek opinions from ministries, branches, and 22 border provinces; during the process, experience will be drawn, gradually expanded, inspection, supervision and monitoring will be strengthened to combat negativity, corruption and profiteering.
