Simplify administrative procedures
This policy not only serves management requirements, but more importantly, aims to bring a convenient, safe and friendly administrative experience to foreigners in Vietnam in general and Thanh Hoa province in particular. This is also an important step in simplifying administrative procedures and promoting digital transformation in Vietnam, especially creating maximum convenience for foreigners in transactions and activities in Vietnam.
For management agencies, establishing a unified and consistent "digital profile" for each individual foreigner contributes to improving the efficiency of verification, authentication, residence management, prevention and handling of violations if any.
Implementing the direction of the Ministry of Public Security on the implementation of granting level 2 electronic identification accounts to foreigners in Vietnam according to the provisions of Decree 69/2024/ND-CP dated June 25, 2024 of the Government, from July 1, 2025, the Immigration Department, Thanh Hoa Provincial Police officially organized the reception of documents, carried out authentication steps to grant level 2 electronic identification accounts to foreigners residing, studying and working in the province.
Due to early initiative, in the first 2 days of implementation (July 1), the Immigration Department of the Provincial Police received 152 applications from foreigners requesting level 2 identification accounts.
With the spirit of “doing all the work, not all the hours”, all procedures for receiving and guiding documents are guided meticulously, carefully and thoughtfully by officers and soldiers of the Immigration Management Department. The steps of receiving information, taking photos, taking fingerprints, and verifying documents are carried out seriously, following the correct procedures, ensuring speed, convenience and compliance with legal regulations. Many foreigners have expressed their satisfaction when being guided enthusiastically, with clear and transparent procedures.
Mr. Joseph Wright, a British citizen, was one of the first foreigners to complete the procedure for level 2 electronic identification. He excitedly said: After just a few minutes of being guided by the police officer, I completed the procedures. The process was quick, professional and very convenient.
According to the management data of the Immigration Department, the whole province currently has 461 foreigners holding valid temporary residence cards, eligible for level 2 electronic identification accounts. Regulations on granting electronic identification accounts to foreigners
According to Decree No. 69/2024/ND-CP, foreigners aged 6 years and older who have been granted a permanent or temporary residence card in Vietnam can register for a level 1 and level 2 electronic identification account upon request. Children under 6 years old are granted a level 1 identification account upon request.
Accordingly, foreigners who need to be granted an electronic identification account only need to go to the Immigration Department under the Ministry of Public Security or the provincial police. Documents required to register for a level 2 electronic identification account include: Passport, valid temporary residence card, main mobile phone number and email address. Fully declare information according to the form "Application for issuance of electronic identification account" issued with Decree No. 69/2024/ND-CP, in which note to provide the correct main mobile phone number and email address.
The time for processing the application is clearly stipulated to be no more than 3 working days for cases with information in the National Database on Immigration and no more than 07 working days for cases without information. The registration result will be notified via the VNeID application, the main phone number or email of the applicant.
For foreigners under 14 years old, the person under guardianship or representative, it is mandatory to go with the legal representative or guardian to the competent authority. The representative or guardian will use his/her own mobile phone to declare and register for the person under guardianship from 6 to under 14 years old.
The implementation of level 2 electronic identification accounts for foreigners is one of the important contents to realize the goal of building a digital government and digital citizens - contributing to improving the effectiveness of state management, while demonstrating Vietnam's friendliness and openness to the foreign community. For the police force, it once again demonstrates its pioneering and exemplary role in promoting administrative procedure reform, applying digital technology , building a modern administration, serving the people, including the foreign community living in the locality.
5 steps procedure
On May 27, 2025, the Minister of Public Security issued Decision No. 4267/QD-BCA-C06 on promulgating the process of registering, processing, granting and managing electronic identification accounts for individuals, including the process of receiving, processing and granting electronic identification accounts for foreigners (implemented at the central and provincial levels).
The issuance of electronic identification accounts for foreigners residing in Vietnam is chaired by the Immigration Department and the Department of Administrative Police for Social Order, Ministry of Public Security. Data for account issuance includes personal information, passport number or international travel document, permanent or temporary residence card, portrait photo, and biometric information.
The subjects who are eligible to carry out this administrative procedure are foreigners who have been granted permanent residence cards or temporary residence cards in Vietnam:
- Step 1: Foreigners go to the immigration management agency under the Ministry of Public Security to request a level 2 electronic identification account.
- Step 2: Foreigners present their passport or valid international travel documents; provide complete and accurate information on the Application for Electronic Identification Account (Form TK01 issued with Decree No. 69/2024/ND-CP dated June 25, 2024 regulating electronic identification and authentication); clearly providing the owner's mobile phone number, citizen's email address (if any) and other information requested to be integrated into the national identification application for the receiving officer.
- Step 3: The receiving officer enters the information provided by the foreigner into the electronic identification and authentication system; collects facial photos and fingerprints of the foreigner to authenticate with the National Database on Immigration and confirms consent to register to create an electronic identification account.
- Step 4: The immigration authority sends a request for an electronic identification account to the electronic identification and authentication authority.
- Step 5: The registration result will be notified by the Electronic Identification and Authentication Management Agency via the registered phone number or email address, so that the registrant can download the application for use./.
