On the morning of July 4, the National Assembly Delegation of Hue City held a meeting with voters after the 9th Session of the 15th National Assembly.

Attending the conference were Party Central Committee member, City Party Committee Secretary, Chairman of the People's Council, Head of the National Assembly Delegation of Hue City, Mr. Le Truong Luu; Deputy Head of the National Assembly Delegation of Hue City, Ms. Nguyen Thi Suu; National Assembly Delegates of Hue City delegation. Representatives of the City People's Committee included Standing Committee member of the City Party Committee, Permanent Vice Chairman of the Hue City People's Committee, Mr. Nguyen Thanh Binh.

At the conference, Deputy Head of the National Assembly Delegation of Hue City, Ms. Nguyen Thi Suu, informed voters about the key contents of the session.

According to Ms. Nguyen Thi Suu, after 35 days of urgent, serious and responsible work, the National Assembly passed 34 laws, 13 resolutions and many other important contents. Notably, the amendment of the 2013 Constitution affirmed that the local government organization model has only 2 levels: Provincial level and communal level - ending the district level as an independent administrative level.

Ms. Suu commented that this is a strong step, demonstrating the consistent policy of the Party and the National Assembly in streamlining the apparatus, improving the effectiveness of state management, while ensuring unity and transparency in administrative organization. In addition, the National Assembly also passed the Law on Organization of Local Government (amended) consisting of 54 articles, clarifying the mechanism of decentralization and delegation between the Central and local levels, between the provincial and communal levels, and clearly establishing the responsibilities between the collective People's Committee and the individual Chairman of the People's Committee.

Along with amending the Constitution and the Law on Organization of the National Assembly, the Standing Committee of the National Assembly issued 34 resolutions on the arrangement of commune-level administrative units in 34 provinces and cities. After the arrangement, the whole country reduced 6,714 commune-level administrative units, equivalent to 66.91% and nearly half of the number of provincial-level administrative units.

Synchronously adjust laws related to national defense and security

Along with the reorganization of the government apparatus, the National Assembly also revised and supplemented a series of laws related to national defense, security, justice and mass organizations. Notably, the contents related to the management of armed forces were adjusted to suit the two-level local government model. In particular, some authorities were clearly transferred between levels of government. “These adjustments not only create synchronization in the legal system, but also help the armed forces respond more quickly, flexibly and effectively in the context of the increasingly complex national defense and security situation,” Ms. Nguyen Thi Suu emphasized.

In addition, the National Assembly also amended the laws on the organization of the Court, the Procuracy, the Inspection Law, the Law on the Fatherland Front , Trade Unions, Youth, etc. in the direction of streamlining the apparatus, reducing intermediaries, clarifying responsibilities and improving operational efficiency.

Focus on arranging staff and supporting housing for soldiers

At the conference, voters expressed their agreement with the policy of implementing a two-tier local government model, streamlining the apparatus and reforming the institutions. At the same time, voters also recommended paying more attention to the regime and policies for part-time staff, supporting social housing and vocational training for demobilized soldiers.

Responding to the comments, Mr. Nguyen Thanh Binh, Standing Vice Chairman of Hue City People's Committee, said that the city has carefully reviewed the team of part-time officials when streamlining the government apparatus. The city requested the City Military Command to closely coordinate with the City Party Committee to advise on the arrangement of the team in a reasonable manner, avoiding wasting human resources that have been trained and accumulated experience through practice.

Regarding social housing policy, Mr. Binh said that the city government is implementing a plan to build social housing. In particular, military personnel and armed forces are among the priority subjects. The government has also allowed the Ministry of National Defense to establish investment units to directly implement social housing projects for military personnel. The city is organizing inspection teams to assess actual conditions to best support officers and soldiers in accessing policies and registering for preferential loans.

Voters make recommendations on the arrangement of part-time staff when implementing the 2-level local government model.

Regarding vocational training for discharged soldiers, Hue supports about 300-400 cases each year, mainly learning driving skills. However, city leaders believe that it is necessary to diversify training professions, linked to market demand and development conditions of each locality, creating more stable job opportunities after discharge.

Also at the conference, Mr. Nguyen Thanh Binh said that the city is prioritizing investment in infrastructure serving national defense tasks, especially in newly established defense areas. This is linked to the orientation of socio-economic development in the context of implementing the 2-level local government model. Regarding the program to support the elimination of temporary and dilapidated houses, Hue has basically completed the target, contributing to improving the quality of life and ensuring social security in the area.

In his concluding remarks at the conference, Secretary of the City Party Committee, Chairman of the People's Council, Head of the National Assembly Delegation of Hue City, Mr. Le Truong Luu emphasized the significance of institutional reform at the 9th Session of the 15th National Assembly and highly appreciated the sense of responsibility of the city's voters in contributing ideas to legislative activities.

Mr. Le Truong Luu suggested that the Hue City People's Committee and relevant units continue to synchronously and effectively implement the policies approved by the National Assembly, ensuring that the process of arranging the administrative apparatus does not cause disruption, while paying more attention to policies for the armed forces, grassroots cadres and policy subjects. "We need to be unanimous and act decisively to realize the major resolutions of the National Assembly into life, creating real and sustainable movements for the development of Hue City," Mr. Le Truong Luu emphasized.
