According to the National Center for Hydro-Meteorological Forecasting, from the night of June 26 to June 28, the Northwest and Viet Bac regions will continue to have rain with rainfall of 30-80mm, locally over 250mm.

From June 28 to July 2, the North may experience heavy rain with rainfall from 100-300mm, locally over 500mm, on the rivers: Thao, Lo, Cau, Thuong, Luc Nam; small rivers and streams may experience floods with amplitudes from 2-5m, flood peaks at alert level 1 to alert level 2, some places above alert level 2. In conditions where many places have had continuous heavy rain recently, the soil is saturated with water, there is a very high risk of landslides, flash floods in the midlands, mountainous areas and steep slopes, flooding along rivers, streams, localized flooding in low-lying areas and urban areas.

To proactively respond and minimize damage to the lives and properties of the State and people, the General Staff of the Vietnam People's Army requests agencies and units to continue to thoroughly grasp and seriously and effectively implement Directive No. 19/CT-TTg dated June 19, 2025 of the Prime Minister ; Official Dispatch No. 3512/CD-TM dated June 23, 2025 of the General Staff of the Vietnam People's Army on strengthening the work of preventing, combating and overcoming the consequences of natural disasters.

Maintain strict on-call duty, grasp weather, meteorological and hydrological conditions. When complex situations and incidents occur, organize additional on-call teams and implement reporting regimes according to regulations; be proactive, have forces and means ready, and advise and propose timely and effective handling of situations.

Military Regions 1, 2, 3, 4 direct the Military Commands of provinces and cities; the Hanoi Capital Command to proactively advise local Party committees and authorities, inspect and review response plans and options; review areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded areas, cut off, evacuate, and relocate from dangerous areas when there is heavy rain, to prevent damage to people and property due to carelessness and subjectivity, proactively arrange forces and means to help local authorities and people respond, overcome consequences and search and rescue.

Units stationed in the Northern region coordinate and cooperate with local authorities to prepare forces and means to participate in responding to and overcoming the consequences of incidents and natural disasters when requested.

The General Department of Logistics and Technology, the General Department of Defense Industry, and the General Department II, according to their functions and tasks, shall strengthen direction, urging, and inspection of subordinate units to be ready to do a good job of response, ensure the safety of warehouses, factories, weapons and equipment, and prepare well for logistics and technical support for incident response, natural disasters, and search and rescue; proactively coordinate, issue, and promptly transport rescue supplies and equipment to help localities respond and overcome consequences when situations arise.

The Air Defense - Air Force Service, Corps 18 inspected and reviewed the plan of forces and vehicles ready to conduct search and rescue flights when ordered by the Ministry of National Defense .

The telegram also requested the General Department of Politics of the Vietnam People's Army to direct the People's Army Newspaper, the Army Radio and Television Center and units to do a good job of propagating and reporting on the activities of the army to help people overcome the consequences of flash floods, landslides and search and rescue.
