Presenting the draft political report at the Congress, Colonel Hoang Quoc Vinh, Secretary of the Z111 Party Committee, stated: During the past term, the Z111 Party Committee focused on leading and directing the successful completion of the targets set out in the Resolution of the 26th Z111 Party Congress. Notably, it successfully completed the task of defense production, promoted economic production activities and exported defense products. During the term, the Factory produced and repaired hundreds of thousands of defense products with tens of millions of details of various types of weapons, well meeting the requirements and tasks of training and combat readiness; effectively implemented military trade work, promoted capacity, expanded cooperation, diversified partners and economic products...

Lieutenant General Ho Quang Tuan, Deputy Secretary of the Party Committee and Director of the General Department of Defense Industry, spoke at the congress.

In the 2020-2025 term, the total revenue of the Factory will reach more than 4,135 billion VND, an increase of 41.2% compared to the 2015-2020 term; the average income per capita in 2025 is expected to reach 22.56 million VND/person/month, an increase of 39.7% compared to 2020. In addition, the unit has effectively implemented investment projects; science and technology, research, design, and manufacturing of weapons and technical equipment have achieved many good results. Party and political activities have been comprehensively implemented, contributing to the successful completion of the Factory's political tasks.

In the 2025-2030 term, the Z111 Party Committee determined to complete 100% of the defense production tasks to ensure quality and progress with absolute safety. Strive for an average growth rate in revenue value of 12%/year or more; average income to increase by over 7%/year, striving for an average income of over 31 million VND/person/month by the end of the term; economic production revenue to increase by 25%/year or more.

Speaking at the Congress, Lieutenant General Ho Quang Tuan, Deputy Secretary of the Party Committee and Director of the General Department of Defense Industry, acknowledged and highly appreciated the outstanding achievements of the Z111 Party Committee in the past term. At the same time, he requested that in the coming term, the Z111 Party Committee should strictly grasp the viewpoints and policies of the Party, the State, the Central Military Commission, the Ministry of National Defense, and the General Department of Defense Industry, lead and direct the improvement of the quality of defense production; focus on leading the implementation of breakthroughs, promoting economic production activities and the export of defense products.

At the same time, master advanced technology, improve the capacity to research, design, manufacture, and produce new and modern weapons and technical equipment; resolutely carry out administrative reform and digital transformation, build modern workshops and smart factories; strengthen political and ideological education, build a team of cadres, workers and employees with expertise and steadfast, steadfast political will and high determination.

The Z111 Party Congress elected the Party Executive Committee for the 2025-2030 term and delegates to attend the 11th General Department of Defense Industry Party Congress.
