The above information was given at a press conference on the 2025 high school graduation exam held by the Ministry of Education and Training on the afternoon of June 27.
According to the Ministry of Education and Training, since preparing for the exam, the Ministry of Education and Training has assessed the potential risks of candidates using high technology to cheat during the exam. The Ministry has coordinated with professional units of the Ministry of Public Security to organize training and provide guidance on how to detect candidates using high-tech devices and AI-integrated solutions to cheat during the exam. Thanks to that, the invigilators have promptly and strictly handled cases of candidates using high technology to cheat during the exam.
Regarding the feedback that this year's exam was more difficult than previous years, especially Math and English, Professor Nguyen Ngoc Ha - Deputy Director of the Department of Quality Management, Ministry of Education and Training said that the exam prioritized the assessment of capacity, in line with the orientation of the new General Education Program. This is a new point and a clear change compared to previous years. Perhaps the new features of the exam made students confused.
The National Steering Committee for the High School Graduation Exam has discussed and thoroughly explained so that this change is not sudden, including the difficulty level. Since 2024, the Ministry of Education and Training has announced the structure and format of this year's exam, and at the same time announced sample exam questions so that teachers and students can be proactive in studying and reviewing thoroughly. Before the exam council started working, the Ministry of Education and Training organized a large-scale test of the exam questions in all three regions, essentially to assess the students' abilities in order to adjust the difficulty level in the exam preparation work.
Also according to Professor Nguyen Ngoc Ha, this year is the first year that the high school graduation exam is not based on the question bank.
The test matrix is randomly generated during the test preparation process, so no one knows the matrix in advance. When making the test, the software will generate a completely random matrix. This ensures objectivity in the test question preparation process.
Regarding this issue, Deputy Minister Pham Ngoc Thuong informed that the exam questions are considered by public opinion to be suitable with the reformed program, ensuring that real learning leads to real exams, forming the ability to solve practical problems in life. Of course, this will cause some confusion for candidates.
"Many people complained that the exam was difficult and worried that this year's average score would not be as high as previous years in some subjects. But let's ask ourselves, if many students got 9s, 10s, or even 8s but that was not their real ability because the exam was easy, would they be happy? If they got 6s or 7s but that was their real ability, they would still have the next steps to maturity and could still enter university or college, then they would be happier," the Deputy Minister said.
